About

The Havant Borough Council Cabinet is responsible for most day-to-day decision-making, operating within a policy and budget framework set by the Full Council. It also proposes the annual budget and policy framework for the Full Council's approval. Cabinet members, known as Cabinet Leads, oversee specific areas of the Council's work. Decisions can also be made by the Leader, Cabinet sub-committees, individual members, or officers. The Council also has a Shadow Cabinet, which provides scrutiny and challenge to the main Cabinet's work.
