The Planning Committee (Major Applications) A of Southwark Council met on Monday 29 April 2024 to discuss a significant redevelopment proposal at 1 & 3-7 Stamford Street, London, SE1 8NY, along with land at 18 Blackfriars Road. The committee granted full planning permission and listed building consent for the development, subject to conditions and the completion of a legal agreement.
The proposed development includes the part demolition of existing structures at 1 and 3-7 Stamford Street, and the erection of a new mixed-use scheme. This comprises a ground-plus-three-storey podium with retail, leisure, office, education, gallery, library, and assembly room uses. Below ground, there will be two levels for servicing, plant, car, and cycle parking. Above the podium, two residential buildings of 22 and 40 storeys will be constructed, alongside a 44-storey office building. The plans also include improvements to the existing public house, landscaping, and associated ancillary works. The listed building consent covers the demolition of a rear extension and roof-level plant at 3-7 Stamford Street, along with internal and external renovations to connect the listed buildings.
The committee heard from officers, the applicant's representatives, a supporter, and the ward councillor, Councillor Victor Chamberlain. Key discussions revolved around the scale and design of the development, its impact on heritage assets, residential amenity, and the provision of public benefits such as affordable housing and employment space. The committee resolved to grant permission, with specific instructions for officers to ensure the establishment of a resident liaison group within the construction environmental management plan.
