Summary
The Licensing Sub-Committee of Leeds Council convened to review the premises licences of The Pax Inn and Gusto Market. Decisions were made to impose stricter conditions on both establishments due to recent incidents and complaints.
The Pax Inn Licence Review
The committee reviewed the premises licence for The Pax Inn, following a series of incidents involving anti-social behaviour and noise complaints. The review was initiated by a summary review application submitted by West Yorkshire Police. The police highlighted several breaches of licensing conditions, including serving alcohol to intoxicated individuals and failing to control noise levels.
Councillors debated the merits of imposing stricter conditions versus revoking the licence entirely. Councillor Paul Convery argued that stricter conditions would allow the establishment to rectify its issues without causing undue harm to the local economy.
Ultimately, the committee decided to impose additional conditions, including mandatory security personnel during peak hours and a reduction in operating hours.

Gusto Market Licence Review
The committee also reviewed the premises licence for Gusto Market, following complaints about underage drinking and public disturbances. The review was prompted by a summary review application from local residents and supported by evidence from the council's licensing enforcement team.
Councillor Jane Dowson expressed concern about the impact on the community, stating, The repeated incidents of underage drinking are unacceptable and pose a significant risk to public safety.
The committee decided to impose stricter conditions, including enhanced ID checks and the installation of additional CCTV cameras.
