Summary
The Licensing Sub-Committee of Leeds Council convened on Tuesday, 18 June 2024, to discuss several key issues, including the licensing of Leeds Film Night, the review of the premises licence for The New Middleton, and an application for a new convenience store on Oldfield Lane. Decisions were made on all these matters, with significant implications for local businesses and residents.
Leeds Film Night
The committee reviewed the application for the licensing of Leeds Film Night, a proposed monthly event aimed at showcasing independent films at various venues across the city. The organisers argued that the event would promote cultural engagement and support local filmmakers. Concerns were raised about potential noise and public disturbance, but these were addressed by the organisers' commitment to strict noise control measures and a robust security plan.
Councillor Paul Convery stated, The cultural benefits of Leeds Film Night are substantial, and with the proposed measures in place, we believe the event can be managed effectively.
The committee approved the licensing application, subject to the conditions outlined in Appendix A and Appendix B.
The New Middleton Premises Licence Review
The committee conducted a review of the premises licence for The New Middleton, located at 4 Thorpe Street. This review was prompted by a series of complaints from local residents regarding noise, anti-social behaviour, and safety concerns. The review included a detailed examination of the Interim Steps Decision Notice and supporting documents such as the map of the area.
Residents voiced their frustrations, with one stating, The disturbances have become unbearable, affecting our quality of life.
The management of The New Middleton presented their case, highlighting efforts to mitigate issues, including increased security and revised operating hours.
After deliberation, the committee decided to impose additional conditions on the premises licence, including stricter noise control measures and a reduction in operating hours. These conditions are detailed in the Review Report.
Convenience Store on Oldfield Lane
An application for a new convenience store at 145 Oldfield Lane was also discussed. The application included a detailed operating schedule and a map of the surrounding premises. The proposed store aims to serve the local community by providing accessible grocery options.
However, concerns were raised about potential increases in traffic and anti-social behaviour. The committee reviewed supplementary information, including crime and anti-social behaviour data, to assess the impact on the area.
The committee approved the application, with conditions to address traffic management and security measures, ensuring the store operates in a manner that benefits the community without exacerbating existing issues.
