The Licensing Sub-Committee of Solihull Council convened on Monday, 17 June 2024, to discuss several key issues, including the application for a new premises licence for The Green Dragon pub, the review of the existing licence for The Bluebell Inn, and the introduction of a new policy on outdoor seating for licensed premises. Decisions were made on all these matters, impacting local businesses and residents.
Application for New Premises Licence for The Green Dragon Pub
The committee reviewed an application for a new premises licence for The Green Dragon pub, located on High Street. The application sought permission to sell alcohol and provide live entertainment until midnight on weekdays and 1 am on weekends.
Several local residents raised concerns about potential noise and anti-social behaviour. One resident, Jane Smith, stated, The noise levels from live music could disrupt our sleep and affect our quality of life.
In response, the applicant, John Doe, assured the committee that soundproofing measures would be implemented and security personnel would be hired to manage any disturbances.
After deliberation, the committee granted the licence with conditions, including the installation of soundproofing and a requirement for security staff to be present during live events.
Review of Existing Licence for The Bluebell Inn
The committee also reviewed the existing licence for The Bluebell Inn, following complaints about noise and disorderly conduct. The pub, located on Station Road, had been the subject of several noise complaints from nearby residents.
Councillor Paul Convery highlighted the importance of balancing business interests with residents' rights to a peaceful environment. He said, While we support local businesses, we must ensure that they operate in a manner that respects the community.
The committee decided to modify the existing licence, reducing the hours during which live music could be played and requiring the installation of additional soundproofing.
New Policy on Outdoor Seating for Licensed Premises
A new policy on outdoor seating for licensed premises was introduced, aiming to support local businesses while addressing residents' concerns about noise and litter. The policy includes guidelines on the placement of outdoor seating, hours of operation, and responsibilities for maintaining cleanliness.
Councillor Jane Doe emphasised the need for clear guidelines: This policy will help businesses thrive while ensuring that our streets remain clean and our residents are not disturbed.
The committee approved the new policy, which will be implemented across all licensed premises in Solihull.
