The Planning and Development Management Committee of Trafford Council met on Thursday, 20 June 2024, to discuss various planning applications and related matters. Key decisions included the approval of new housing developments, the refusal of an outline planning application, and the delegation of planning authority to Manchester City Council for a specific project.
Housing Development on Land off Barton Road, Davyhulme
The committee discussed an application for planning permission for the demolition of existing buildings and the erection of 57 new homes on land off Barton Road, Davyhulme. The development will include a mix of houses and apartments, along with associated infrastructure, access, internal roads, footpaths, landscaping, and open space. The committee resolved to grant planning permission, subject to the completion of a suitable Legal Agreement under Section 106 of the Town and Country Planning Act 1990 to secure:
- The provision of 14 affordable housing units.
- A financial contribution of £10,000 for a Traffic Regulation Order to introduce parking restrictions.
- A financial contribution of £73,017 to offset the loss of public open space and contribute towards offsite recreational and greenspace enhancements.
- A financial contribution of £190,950 to offset the loss of a wildlife corridor and contribute towards offsite habitat creation and long-term management.
- Management of all publicly accessible external areas within the site for the lifetime of the development.
Erection of Semi-Detached Dwellings at 9 Bow Green Road, Bowdon
An outline planning application for the erection of a pair of new semi-detached dwellings at 9 Bow Green Road, Bowdon, was discussed. The proposal included new vehicular entrances onto Stanhope Road and the demolition of the existing dwelling. The committee resolved that they would have been minded to refuse the application for the following reasons:
- The proposed development's height, scale, massing, siting, design, and proximity to plot boundaries would appear cramped and over-dominant, negatively impacting the character and visual appearance of the street scene and surrounding area. This would be contrary to Policy JP-P1 of the Places for Everyone Joint Development Plan, the Council’s adopted SPG: New Residential Development, the National Design Code, and policies in the National Planning Policy Framework.
- The application failed to demonstrate that the proposed dwellings would meet the 'accessible and adaptable' standard in Part M4(2) of the Building Regulations, making the development inaccessible to all sections of the community. This would be contrary to Policies JP-H3 and JP-P1 of the Places for Everyone Joint Development Plan and policies in the National Planning Policy Framework.
Delegation of Planning Authority to Manchester City Council
The committee discussed a planning application submitted to Manchester City Council for the erection of a 24-storey mixed-use building incorporating 224 residential apartments, 87 apart-hotel studios, amenity space, flexible commercial space, and a café. The committee resolved to delegate powers from Trafford Council to Manchester City Council to determine the application, subject to conditions allowing Trafford to retain some control over the part of the development within its boundary. This delegation is in accordance with the powers contained within the Local Government Act 1972.

- Dunham Forest Golf Club, Oldfield Lane, Altrincham: The committee granted permission for the erection of two padel tennis courts with associated means of enclosure and floodlights.
- 35 Green Drive, Timperley, Altrincham: The committee granted permission for the erection of a two-storey side and rear extension.
- Ross Mill Farm, Rossmill Lane, Hale Barns, Altrincham: The application for the erection of a part single-storey, part two-storey side/rear extension with a roof terrace was withdrawn.
