NED/24/00275/FL - Clay Cross
Councillor Kathy Rouse left the meeting during the discussion of the application due to her involvement with the Clay Cross Town Deal Board. The committee reviewed an application to modify the existing public car park, including new access from the High Street (A61), at the Masterplan Site in Clay Cross. The modifications aim to support the town centre's regeneration and align with the council's Local Plan objectives.
The proposed changes include improved transport connectivity, upgraded disabled parking, and electric vehicle charging points. Despite some loss of grassed areas, the development will retain most green spaces and two mature trees, preserving the nearby Grade II listed building and the character of the Clay Cross Conservation Area. The committee considered various local and national planning policies, including Local Plan Policies SS1, SP2, WC4, SDC5, SD6, and SD12, as well as the Clay Cross Regeneration Framework 2025 and the Clay Cross Character Statement 2010.
After hearing from Local Ward Member Councillor G Morley and the agent for the application, R O’Donoghue, the committee approved the application with conditions, including a recorded vote with four in favour, one against, and four abstentions.
NED/23/00189/FL - Grassmoor
Councillor Kathy Rouse rejoined the meeting for the discussion of an application for a residential development of five detached two-storey dwellings on the site of the former Derbyshire County Council (DCC) Highways storage depot in Grassmoor. The application, which included amended plans, was referred by Councillor C Cupit due to concerns raised.
The committee was informed that the Lead Local Flood Authority (LLFA) had no objections following the submission of additional information addressing flood concerns. The development, located within the Settlement Development Limits for Grassmoor, was deemed acceptable in principle and in line with Local Plan Policies SS1, SS7, SDC12, and SDC11, as well as the National Planning Policy Framework.
After considering the flood risk assessment and highway safety concerns, the committee approved the application with conditions.
Tree Preservation Order (TPO) 296/2023 - Eckington
The committee reviewed an application for a Tree Preservation Order (TPO) for a single Ash Tree adjacent to Eckington Friendship Club. Despite one objection, the Principal Arboriculture Officer recommended confirming the TPO due to a foreseeable threat to the tree. The committee approved the TPO.
