Appointment of Independent Members to the Audit Committee

The Council approved the appointment of three independent members to the Audit Committee, increasing the number from two to three to ensure greater resilience. Councillor Alan Watson, Chair of the Audit Committee, praised the contributions of current independent members Clive Robinson and Ian Rudd, who were reappointed. Francis Barnish was also appointed as a new independent member. Councillor Watson emphasised the importance of having at least two independent members present at each meeting to comply with best practices.

Councillor Linda Fenwick supported the increase, stating it would provide a greater likelihood that at least two Independent Members would be in attendance at all Audit Committee meetings.

Annual Review of the Constitution

The Council adopted the updated Constitution following its annual review. The changes were approved to take immediate effect, and the Director of Legal and Democratic Services was tasked with publishing the amended Constitution on the Council’s website. This decision was moved by Councillor Amanda Hopgood and seconded by Councillor Carl Marshall.

Allocation of Seats to Political Groups

The Council considered a report on the allocation of seats to political groups under the Local Government and Housing Act 1989. The recommendations were agreed upon, ensuring that the distribution of seats on various committees and bodies was in line with statutory requirements.

Appointments to Joint and Other Bodies

The Council agreed on the process for appointing members to joint and other bodies for the year 2024/25. This included the allocation of seats on the County Durham Fire and Rescue Authority, the Business Durham Advisory Board, and the Police and Crime Panel. Councillor Amanda Hopgood, Leader of the Council, moved the recommendations, which were seconded by the Deputy Leader.

Statement of Returning Officer - Horden By-election

The Council noted the statement of the County Returning Officer, which confirmed the election of June Clark to the Horden Electoral Division on 2 May 2024. Councillor Clark had previously served on the County Council from 2013 to 2021.

Chair's Announcements

The Chair welcomed Councillor June Clark back to the Council and announced that the Chair’s charities for the forthcoming year would be Tiny Lives and Friends Together (Crook). The Chair also reminded members of their obligations under the Code of Conduct and the importance of addressing each other respectfully during meetings.

Dates of Ordinary Council Meetings for 2024/25

The Council agreed on the dates for ordinary meetings for the year 2024/25, including sessions on 26 June 2024, 17 July 2024, and 25 September 2024, among others.
