The Licensing Panel met to determine an application for a new Premises Licence for Sholing Football Club at the Imperial Homes Stadium. The application was granted.
Application by Sholing Football Club
Sholing Football Club applied to Eastleigh Borough Council for a new premises licence to permit the sale of alcohol, the provision of late night refreshment, and the performance of live and recorded music. The application sought permission for these activities between 10am and midnight, seven days a week, with a slightly later finishing time of 1am the following morning on Christmas Eve and New Years Eve.
Two representations from local residents, Mr and Mrs Lewis of Gunners Keep and Mr Shawn Moore of Norbury Villa, were received by the council.
Mr and Mrs Lewis objected to the application on the grounds that the club was already noisy late at night, and granting a licence would exacerbate the problem. They also raised concerns about the increase in car movements.
Mr Moore was more supportive of the application, stating that:
We fully support the club and wish them every success!
However, he did share Mr and Mrs Lewis' concerns about noise, and suggested that:
With earlier ending time for music and some qualifications to stop 7 day a week opening, we would have no hesitation in supporting this application.
Eastleigh Borough Council's Environmental Health department also made a representation, objecting to the application on the grounds of public nuisance. They expressed concern that:
the application includes a request to hold events involving amplified recorded music and live music within a marquee until 00:00 hours seven days per week.
They suggested that this could be mitigated by limiting the playing of music until 11pm every day except Christmas Eve and New Years Eve. Sholing FC agreed to this restriction, and the Environmental Health Officer withdrew their objection.
Hampshire and Isle of Wight Fire and Rescue Service and Eastleigh Borough Council's Planning department both made representations supporting the application.
The club's Operations Manager attended the hearing and answered questions from the panel. He explained that the club already has CCTV, employs stewards and security staff, has fire extinguishers, and has well-lit car parks and walkways. He also confirmed that the club operates a Challenge 25 policy, and has a designated safeguarding officer.
Following their deliberations, the panel decided to grant the application in line with the agreed operating hours and conditions.
