The Strategy and Resources Committee of Stroud Council was scheduled to discuss a range of financial, operational, and strategic matters. Key agenda items included a report on the Leisure Conditions Survey for Stratford Park, the General Fund and Housing Revenue Account Outturn Report for 2023/24, and the council's Productivity Plan.
Leisure Conditions Survey
A report was scheduled to outline the sums necessary to commence a capital maintenance programme across the Stratford Park Leisure estate. This report was intended to demonstrate a commitment to a five-year capital investment plan, with a primary focus on the details for the first year, 2025. The agenda indicated that this would include information on the Lido Plant Replacement1 and a broader conditions survey of the Stratford Park Leisure Centre2.
General Fund and Housing Revenue Account Outturn Report 2023/24
The committee was scheduled to receive the final outturn position against the General Fund revenue budgets for the 2023/24 financial year. This report, available as Item 8 - General Fund and Housing Revenue Account Outturn Report 2023-24, would also include appendices detailing the performance of various committees, such as the Community Services Licensing Committee3, Environment Committee4, and Housing Committee5.
Productivity Plan
The committee was scheduled to review the Productivity Plan for Stroud District Council. This plan was required to be submitted to the government by 19 July 2024 and published on the council's website. The plan itself is available as Item 9 - Appendix 1 - Stroud District Council Productivity Plan July 2024.
Gloucestershire Economic Strategy
The committee was scheduled to note Gloucestershire's Economic Strategy, which was adopted by Gloucestershire County Council on 15 May 2024. This strategy is intended to inform the work programme of the newly formed Gloucestershire City Region Board. The strategy document is available as Gloucestershire Economic Strategy.
Community Wealth Building
An update on progress regarding Community Wealth Building was scheduled to be presented, along with details of the next steps to be taken. The report on this topic is available as Community Wealth Building, which includes an appendix detailing a CLES Report6.
Regeneration and Investment Board – Terms of Reference
The committee was scheduled to receive an update on the role of the Regeneration and Investment Board and to seek approval for an updated Terms of Reference for the Board. The relevant documents are Regeneration and Investment Board Terms of Reference and Appendix A for Regeneration and Investment Board Terms of Reference.

- Performance Management: A report on performance monitoring for Q4 2023-24 was scheduled, available as Item 13a - Strategy Resources Performance Monitoring Report - Q4 2023-24 v5.
- Migration of Stroud District Council's Local Land Charges Register to HM Land Registry: An information sheet on this project was scheduled, available as Item 11b - Information Sheet for SR 11 July 2024 - Land Charges Project.
- Leadership Gloucestershire Update: A report was scheduled to provide an update on Leadership Gloucestershire, including discussions on population changes, refugees and accommodation, the County Deal, Climate Leadership Gloucestershire, economic growth initiatives, and the Severn Estuary. - City Region Board: An update on the City Region Board was scheduled, available as Item 13d - City Region Board Update.
- Canal Update: A report on canal-related matters was scheduled, available as Item 13e - Canal Update.
