The Licensing Committee of Carmarthenshire Council met on Thursday 18 April 2024 to consider applications for Hackney Carriage/Private Hire Dual Driver's Licences. The committee revoked the licences of Mr Daniel James Morse, Mr Edward Wallace Herbert, and Mr Simon Martin Vaughan. The licence of Mr Geoffrey Karin Davies was also revoked, while the suspension of Mr Simon Matthew Hardy's licence was lifted. The committee also withdrew the consideration of the report relating to Mr Lee Jenkins' licence application.

Driver Licence Applications

The committee considered several applications for Hackney Carriage/Private Hire Dual Driver's Licences.

Revocation of Licences:

• Mr Daniel James Morse: The committee unanimously resolved to revoke Mr Daniel James Morse's licence. The Senior Licensing Officer had informed the committee of issues that had arisen concerning his licence and recommended revocation. The reason provided was that the facts outlined to the committee provided reasonable cause to revoke the licence.
• Mr Edward Wallace Herbert: Similarly, the committee unanimously resolved to revoke the licence of Mr Edward Wallace Herbert. He was not in attendance, and the Senior Licensing Officer had recommended revocation due to issues that had arisen. The stated reason was that the facts provided reasonable cause to revoke the licence.
• Mr Simon Martin Vaughan: The licence of Mr Simon Martin Vaughan was also unanimously revoked. He was not in attendance, and the Senior Licensing Officer recommended revocation due to issues with his licence. The committee's reason was that the facts provided reasonable cause to revoke the licence.
• Mr Geoffrey Karin Davies: Following an interview with Mr Davies and receipt of legal advice, the committee unanimously resolved to revoke his Hackney Carriage/Private Hire Dual Driver's Licence. The Senior Licensing Officer had informed the committee of issues that had arisen, and recommended revocation. The committee stated that the facts provided reasonable cause to warrant revocation and that Mr Davies was not considered a fit and proper person to continue holding a licence.

Suspension Lifted:

• Mr Simon Matthew Hardy: The committee unanimously resolved to lift the suspension of Mr Simon Matthew Hardy's Hackney Carriage/Private Hire Dual Driver's Licence. Mr Hardy's licence had previously been suspended. After interviewing Mr Hardy and receiving legal advice, the committee was satisfied that he was a fit and proper person to hold a licence.

Application Withdrawn:

• Mr Lee Jenkins: The Senior Licensing Officer requested that the consideration of the report relating to Mr Lee Jenkins' licence application be withdrawn. This was to allow for further information to be obtained regarding an occurrence that had taken place since the item was added to the agenda. The committee unanimously resolved to withdraw the consideration of Mr Jenkins' report.

The committee also formally signed the minutes of the previous Licensing Committee meeting held on 5 March 2024. Apologies for absence were received from Councillors K. Howell, B.A.L. Roberts, and D. Phillips. There were no declarations of personal interest made by the councillors present. The public were excluded from the meeting for the consideration of the driver licence applications, as the reports contained exempt information as defined in the Local Government Act 1972.
