Camden's Planning Committee met and voted to grant planning permission for all of the applications that were before them. They approved a student housing development on Chalk Farm Road, a new building at University College School in Frognal, and a residential development in Lyndhurst Road.
100 and 100A Chalk Farm Road
The Committee considered an application to demolish the existing buildings at 100 and 100A Chalk Farm Road and build a new building of seven and nine storeys to provide student accommodation, affordable housing, and commercial space.
Councillors raised concerns about the overbearing height and scale of the development, the impact of construction on the local area, and the lack of natural light in some of the student flats.
The applicant's representative stated that
all views from the consultation had been taken into account including community feedback
They described how the scheme would benefit the local community, stating that
the theme emerging from the public consultation was how the area was being enhanced from a public realm and public safety point of view.
They also explained how they would mitigate the impact of construction, telling the Committee that
Should planning permission be granted further discussion would continue with the wider community. The applicant intended to circulate newsletters, regular notification events and a monthly working group to provide a regular flow of information.
Council officers explained that they had secured a commitment from the developer to provide apprenticeships and work placements for local people. They also confirmed that the development would include a number of measures to mitigate its impact on the local community, such as a Construction Management Plan.
A resident spoke against the application, raising concerns about the overbearing height and scale of the development and the lack of affordable housing.
The Committee voted to grant planning permission for the development, subject to a number of conditions, including the completion of a Section 106 agreement.
University College School Frognal
The Committee considered an application to demolish a building at University College School and construct a new building to provide teaching facilities, a recital hall and a sixth form centre.
The Committee heard from the School's Headmaster, who said that
the enhanced facility would build on [the school's existing] partnership work [with local state schools].
A member of the Committee said that they were
pleased to see that there was public access to some of the proposed new buildings and recital rooms
The Committee voted unanimously to grant planning permission, subject to conditions.
The Cottage, 10 Lyndhurst Road
The Committee considered an application to demolish the existing building at 10 Lyndhurst Road and construct a three-storey building containing three flats.
The Committee voted unanimously to grant planning permission, subject to conditions.
