This meeting of the Health Scrutiny Committee was scheduled to receive updates from the Joint Health Overview and Scrutiny Committee, the Health & Wellbeing Board and the Telford & Wrekin Integrated Place Partnership (TWIPP). Health Scrutiny Committee Terms of Reference 2024/25
The Committee was scheduled to review its Terms of Reference, which were last updated in March 2022, and are attached as Appendix A of the agenda pack: Health Scrutiny Committee Terms of Reference 202425. The main change proposed was to clarify the procedure for electing the Committee Chair and Vice-Chair, stating that:
If the Chair and Vice Chair (if appointed) are unable to attend a meeting the Members present will elect a Chair for the meeting.
The Terms of Reference also make it clear that:
Three elected Members and 3 co-optees of this Committee will also be expected to take part in the Joint Health Scrutiny Committee set up with elected members and co-optees from Shropshire Council to scrutinise substantial variations or developments in service that cut across both local authority areas.
The Joint Health Scrutiny Committee has its own separate Terms of Reference.
Health Scrutiny Committee Work Programme 2024/25
The Committee was scheduled to review and agree its Work Programme for 2024/25, which is attached as Appendix A of the agenda pack: Work Programme 202425 - Health Scrutiny Committee. The draft work programme identifies a number of topics already scheduled to be discussed at future meetings:
- Update on Telford & Wrekin Integrated Place Partnership (TWIPP)
- Hospital Discharge and Intermediate Care
- Mental Health
- Dentistry
- Review of actions following CQC inspection of Adult Social Care
- Primary Care Access
The Work Programme makes it clear that it:
can be amended throughout the year if the committee or Scrutiny Assembly deem it necessary.
Update from the JHOSC
The Committee was scheduled to receive a verbal update on the work of the Joint Health Overview and Scrutiny Committee (JHOSC). The JHOSC is a joint committee of Telford and Wrekin Council and Shropshire Council, which scrutinises health services that affect people in both local authority areas.
Update from the Health & Wellbeing Board
The Committee was scheduled to receive a verbal update on the work of the Health & Wellbeing Board. The Health & Wellbeing Board is a statutory board that brings together representatives from the NHS, local government and other partners to improve the health and wellbeing of local people.
Telford & Wrekin Integrated Place Partnership (TWIPP) Update
The Committee was scheduled to receive a verbal update on the work of the Telford & Wrekin Integrated Place Partnership. Integrated Place Partnerships are cross-sector partnerships that bring together organisations from the public, private and voluntary sectors to improve the lives of local people. TWIPP is chaired by the Leader of Telford & Wrekin Council and includes representatives from the NHS, police, fire service and other partners.
