Open Council Network is an independent organisation. We report on Carmarthenshire and are not the council. About us
The Planning Committee of Carmarthenshire Council met on Tuesday 22 October 2024, but was unable to make a decision on a key planning application due to a lack of quorum. The meeting was adjourned shortly after it began, with the deferred application to be considered at a future date.
Planning Application PL/02167 - Cilyrchen Quarry
The primary item of business for the Planning Committee was to consider planning application PL/02167, which sought permission for the construction and operation of an inert waste recycling facility, waste processing, and associated works, including the construction of a screening bund, at Cilyrchen Quarry, Llandybie, Ammanford, SA18 3JE.
However, the meeting was unable to proceed with the determination of this application. It was reported that following Councillor G.B. Thomas's earlier declaration of interest in this planning application, the meeting became inquorate1. As a consequence, the Committee was unable to consider the application, and its determination has been deferred to a future meeting. Councillor G.B. Thomas declared an interest because his son rents land from TRJ, the applicant's parent company. Mr H. Towns, Senior Development and Enforcement Manager, also declared an interest as one of the objectors to the application was a close personal friend. Councillor Edward Skinner was also unable to participate in the consideration of this item as he had not attended the earlier site visit.
Confirmation of Minutes
The Committee unanimously resolved to sign as a correct record the minutes of the meeting held on 12 September 2024.

Inquorate means that there were not enough members present for the meeting to legally make decisions. ↩
