Open Council Network is an independent organisation. We report on Stockport and are not the council. About us
The Scrutiny Review Panel - Stockport Cycling Strategic Review met to discuss the council's approach to cycling infrastructure, including the processes for approving schemes, consultation policies, and the rollout of 20mph speed limits. The panel also received a presentation from Transport for Greater Manchester and reviewed a recent cycle route site visit.
Transport for Greater Manchester (TfGM) Presentation
Representatives from Transport for Greater Manchester (TfGM) were scheduled to provide a presentation outlining their role and how they collaborate with Stockport Council.
Cycle Route Site Visit
The panel was set to discuss a site visit that had taken place on 8 November 2024 concerning cycle routes within Stockport.
Scheme Approval Process
A report from the Director of Place Management was scheduled for consideration, detailing the procedures involved in delivering new and improved infrastructure, with a specific focus on cycling projects. The Scrutiny Panel was recommended to note this report. This report outlined the process for scheme development, which typically involves stages such as strategy, opportunity identification, scheme development, outline business cases, full business cases, and construction. It also highlighted the use of various funding streams, including the Town Centre Access Plan, Mayoral Challenge Fund, and Active Travel Funds, each requiring specific bid submissions and business cases. The report detailed two example schemes: the Ladybrook Valley Footpath Scheme and the A6 to Bramhall Park scheme, illustrating the complexities and timelines involved in their delivery. The current scheme process is managed through the City Region Sustainable Transport Settlement (CRSTS), with governance and assurance arrangements in place to manage funding and project development.
Consultation Policy and Example Report
The panel was to consider a report from the Director of Place Management concerning the council's consultation policy and process for highways and transportation schemes. This report detailed the approach to gathering public opinion on schemes, noting that different schemes would receive varying levels of consultation. It outlined standard consultation methods, including online questionnaires, letter drops, social media promotion, and drop-in events. The report also included a Highways Communication Strategy, which detailed the purpose, principles, messages, and methods of communication for highway schemes, aiming to ensure transparency, stakeholder engagement, and minimise disruption. The strategy emphasised the importance of clear, accessible, and timely communication, with provisions for monitoring and evaluation.
20mph Review and Policy Outcome
A report from the Director of Place Management was scheduled for discussion, outlining the council's proposed approach to implementing 20mph speed limits. The report noted that previous 20mph zones were often installed around schools and areas with high footfall. The proposed approach aimed to expand the rollout of 20mph zones, giving consideration to areas around current or proposed 'Beeline'-standard active travel routes. The report also suggested that 20mph limits should be a standard requirement for new residential developments, with exceptions negotiated. The benefits for cyclists were highlighted, including increased survival rates in the event of an accident, more time for road users to react, and improved perceptions of safety, encouraging greater use of cycling. The report recommended a way forward that involved utilising funding opportunities for 20mph implementation and monitoring progress through portfolio performance reports.
