This meeting was scheduled to include updates from the Outer South Community Committee's sub-groups, a range of updates about local issues, and the allocation of funding from several of the council's budgets. It also included the proposed appointment of Councillors to an external body.

Updates from the previous meeting

The meeting was scheduled to receive an update on the following topics that were discussed in the previous meeting.

The Breeze in the Park Event

The Outer South Community Committee previously discussed the Breeze in the Park events at its meeting on 30 September 2024. The minutes from that meeting note that several topics were raised in relation to the event, and that the committee requested further information on the cost of the event and the potential to run it at additional times and locations.

The committee was scheduled to receive an update on the matters it had previously discussed.

Rothwell Windmill Youth Centre

At its previous meeting, the committee requested an update on the status of Rothwell Windmill Youth Centre. The centre is in Councillor Golton's Rothwell Ward.

Off-road Bikes

The committee was scheduled to receive an update on the progress being made on a procurement exercise to purchase a vehicle for the West Yorkshire Police off-road bike team. The minutes from the previous meeting state that the committee had previously allocated funding to the police for this purpose, and that:

members are not satisfied with the level of resolution from the police as they have been waiting 2 years to procure a vehicle

The Chair was also scheduled to be asked to write to the West Yorkshire Police and Crime Commissioner, in liaison with the relevant executive member, to escalate the issue.

Housing Repairs

The minutes of the 30 September 2024 meeting note that the committee discussed:

issues associated with the housing team not having access to the housing repair teams system. Members commented on their frustrations with this and not being able to receive the right and timely communications

The Chair was scheduled to be asked to write to the relevant executive member to raise the issue.

Finance Report

The committee was scheduled to receive a report on the status of its Wellbeing Fund, Youth Activity Fund, Capital Budget, and Community Infrastructure Levy budgets. The report notes that:

The aim of these budgets is to support the social, economic and environmental wellbeing of the area and provide a range of activities for children and young people, by using the funding to support projects that contribute towards the delivery of local priorities.

The report proposed the approval of funding for the following projects:

Ardsley Reservoir Wellness Walks

It was recommended that £3,036 of funding be allocated from the Wellbeing Fund to Groundwork Yorkshire for the Ardsley Reservoir Wellness Walks in Ardsley and Robin Hood Ward.

Leeds Little Free Library Outside Tingley Methodist

It was recommended that £1,500 be allocated from the Capital Budget to Leeds City Council Communities Team for the Leeds Little Free Library Outside Tingley Methodist in Morley South Ward.

Rothwell Bonfire Night Fireworks Display

The report proposed that £3,500 of funding be allocated to CROWN & Rothwell & District Carnival Committee from the Wellbeing fund for the Rothwell Bonfire Night Fireworks Display. The display is scheduled to be in Councillor Golton's Rothwell Ward.

Rothwell Christmas Carnival & Lights Switch On

It was recommended that £1,850 be allocated to the Rothwell & District Carnival Committee from the Wellbeing Fund for the Rothwell Christmas Carnival & Lights Switch On in Councillor Golton's Rothwell Ward.

WF3 Kindness Best of WF3 Awards 2024/2025

The report described the WF3 Kindness Best of WF3 Awards, which are run by Morley & District Lions Club (CIO), and aim to:

recognise and celebrate the individuals, groups and businesses that go above and beyond within our community

The awards ceremony is scheduled to be held at The Village Hotel in Tingley, which is in Councillor Renshaw's Ardsley and Robin Hood ward, on Sunday 6th April 2025. The report notes that the group had not previously requested funding from the council, and that:

costs have increased and with the current cost of living crisis it makes it difficult to cover the costs needed.

The report recommended that the committee approves funding of £2,000 towards the total cost of the event, with the remaining £2,500 being provided by the group in match funding.

Update Report

The committee was scheduled to consider a report that provided updates on a number of the council's activities.

Archbishop Margetson Trust Fund

The committee was scheduled to be asked to nominate Councillors to sit on Archbishop Margetson Trust Fund. The trust provides small grants to people under the age of 25 who live in the former Municipal Borough of Morley.

The report notes that Drighlington Parish Council had nominated the following Councillors to sit on the trust:

• Councillor Carol Edwards
• Councillor Maureen Hughes
• Councillor Pam Roebuck

The report also notes that Drighlington Primary School was scheduled to make a nomination.

Youth Summit

The report provided an update on the Youth Summit that was scheduled to take place at Morley Town Hall on Thursday 21 November 2024. The summit is for young people aged 11-18 and the report notes that:

Consultation took place with the Morley Cluster Council on plans for the upcoming Youth Summit at their meeting on Thursday 24th October 2024. They loved and agreed with the layout, timings and activities on the day and will be attending the Youth Summit

Environmental Group Meeting

The report notes that the next meeting of the Outer South Community Committee's Environmental Group was scheduled for Thursday 5 December at 9:30am. The meeting is to include representatives from the following groups:

• Local Ward Councillors
• Leeds City Council Housing
• West Yorkshire Police
• Leeds City Council Cleaner Neighbourhoods
• Leeds City Council Parks and Countryside
• Leeds City Council Highways

Cleaner Neighbourhoods Team Update

The report included an update from the council's Cleaner Neighbourhoods Team that provided the number of service requests it had received in the three months to 18 November 2024. The report notes that there has:

been a large uptake in requests for free Bulky/Civic collections throughout the Outer South. There has also been a very slight increase in reports of illegal deposits of waste in the areas

Anti-Social Behaviour Update

The report included an update on anti-social behaviour in the area from the Leeds Anti-social Behaviour Team (LASBT). The report noted that LASBT officers:

are working a mixture of remote, community work and office based.

The report also stated that ASB drop-in sessions have been set up in each of the wards in the Outer South Community Committee area.

Police Update

The report included an update from West Yorkshire Police. The report noted that in Ardsley and Robin Hood Ward the police:

are working to prevent and disrupt ASB and nuisance motorbike usage around the Northfields estate in Carlton This also overlaps into Rothwell with bikes crossing into the manor estate using the Rothwell Greenway

The police report on Morley North Ward noted an increase in reports of anti-social behaviour, and that the police:

require assistance from the public to assist in letting them know when ASB is occurring so that Officers can deal with it

The report on Morley South Ward noted an increase in shoplifting and that the police:

will gather evidence and arrest those involved in retail crime taking positive action wherever possible.

The report on Rothwell Ward stated that the police intend to:

continue to disrupt ASB and engage with youths causing ASB in and around Commercial Street, Rothwell, the town centre

Health and Wellbeing Sub Group

The report notes that the Outer South Community Committee's Health and Wellbeing Sub Group met on 1 November 2024, and confirmed its priorities for the year. The meeting also received:

Feedback... on the Winter wellbeing event that took place at Morley Town Hall on Wednesday 30 October 2024

Community Centres Sub Group

The report noted that the Community Centres Sub Group met on 15 November 2024 at Morley Town Hall, and:

received updates from facilities management and had a presentation on the refurbishment of Morley Town Hall.

The next meeting of the group is scheduled for Thursday 20 February 2024.

Community Engagement

The report noted that the Outer South Community Committee plans to produce a newsletter twice a year.

Community Hubs and Libraries Update

The report included a range of updates from the Community Hubs in each of the wards covered by the Outer South Community Committee, including details of their regular schedule of events.

Youth Services Update

The report included an update from Leeds City Council's Youth Services that describes its activity in the three months from July to September 2024. The report notes that the service has been:

working hard to continue offering a wide range of exciting, educational and fun activities to the young people aged primarily 13+

The report also describes the success of the service's Summer Holiday Diversionary Programme.
