The Clay Cross Town Deal Board meeting on 06 December 2024 was scheduled to discuss a range of issues relating to the ongoing regeneration of Clay Cross as part of the Clay Cross Town Deal. The meeting received an update on the progress of the various projects that make up the Town Deal and considered the minutes of the two previous meetings.

Clay Cross Active

The Board was scheduled to receive a verbal update on the progress of the Clay Cross Active project¹ from Tris Burdett, Programmes Manager in the Programme Management Team. The report pack included an update on the Clay Cross Active scheme, which reported that the main contractor, ISG, had recently gone into administration. The report noted that:

ISG was a sub-contractor of Alliance Leisure, as such there the financial implications on the Council would be considered.

The report proposed a number of mitigations to this risk, including engaging with subcontractors to encourage them to return to the site. The report also noted that:

NEDDC are considering the proposed increase in cost and funding options.

Town Centre Regeneration

The Board was also scheduled to receive a presentation from Inside Ltd, who are the contractor for the Town Centre Regeneration project². The presentation was set to provide an overview of the work that Inside Ltd has already completed and the work it is about to start. The presentation was to conclude by describing the community engagement Inside Ltd will conduct. This included working with local schools, a monthly newsletter and a grand opening.

The Board was scheduled to receive a verbal update on the progress that has been made on leasing the units in the new development at Baileys Square. This update was to include details on the marketing of the units.

Low Carbon Challenge Fund

The Board was scheduled to receive a presentation about the Low Carbon Challenge Fund³. The report pack included an update on the Low Carbon Challenge Fund, noting that:

Applications to scheme have slowed.

The presentation was set to include details of the financial performance of the fund and its progress against its aims, alongside case studies from companies who had received funding.

Minutes of the previous meetings

The Board was scheduled to approve the minutes of its previous two meetings. The first of these was a routine meeting on 27 September 2024 and the second an Extraordinary meeting held on 27 November 2024. The minutes of the extraordinary meeting were to be considered in private.
