The Lord Mayor Selection and Advisory Committee met to discuss the Civic Review Action Log and proposed changes to the Council's Civic Protocol. The Committee recommended the revised Civic Protocol to the Audit and Governance Committee, and asked the Monitoring Officer to use delegated powers to update the Constitution in line with the changes to the protocol.
Civic Review Action Log
The committee considered the Civic Review Action Log, which had been created following the previous meeting of the committee.
It was noted that work is ongoing to explore displaying the Astor Diamonds at The Box, Plymouth's museum and art gallery.
Draft Revised Civic Protocol
The Committee reviewed the proposed Draft Revised Civic Protocol and agreed a number of changes that they wanted to be made to it.
Councillors felt that the role of Lord Mayor and Deputy Lord Mayor at council meetings was not clearly defined, and should reflect the Council's constitution. Councillors also expressed the view that the protocol should state:
the Deputy Lord Mayor could wear their chains outside of usual protocol
Councillors felt that the guidance on expenses needed to be more clearly defined, particularly in relation to travel within Plymouth. The councillors present were concerned that the current guidance did not accurately reflect the Council's constitution, and asked for the definition of peninsula
to be clarified.
Councillors also asked for the contact details of the macebearers to be included in the protocol.
Councillors suggested a number of additions to the protocol, including:
Multicultural and multi-faith community events
on page 5- A requirement that Holocaust Memorial Day be included in the Civic Role section
- An appendix relating to the Lord Mayor's cadet.
The Committee also wanted confirmation that the gift declaration limit would be included in the final draft.
