The Licensing Sub-Committee of Ealing Council met to discuss an application to review the premises licence of a business in Mattock Lane.

Application to Review a Premises Licence: St Johns Mini Mart, 6 St Johns Parade, Mattock Lane, Ealing, W13 9LL

The sub-committee was scheduled to consider an application to review the licence of St Johns Mini Mart, a convenience store in Mattock Lane. The application, made by Robert Dear, a Licensing Compliance and Enforcement Officer at Ealing Council, related to the licensing objectives of the prevention of crime and disorder and the protection of children from harm.

Mr Dear's application concerned the alleged sale of alcohol to a minor during a test purchase operation on 21 August 2024. According to Mr Dear's statement:

The volunteer was clearly under 18 years of age, was not asked for any ID and the staff member alone on the premises was not suitably trained.

The application stated that a number of the conditions of the premises licence were being breached, including those relating to staffing levels, staff training, Challenge 25 policy, the storage of alcohol and the display of mandatory signage. It was also alleged that the premises licence holder was not complying with the conditions of their licence relating to the sale of high-strength alcohol, the storage of alcohol behind shutters outside of licensing hours and the prohibition on the sale of individual bottles or cans of beer, lager or cider. Mr Dear asked the sub-committee to revoke the premises licence.
