Summary
The Petteril Community Panel agreed to fund four projects from the Neighbourhood Investment Fund, rejected a funding request from the Happy Mums Foundation CIC, agreed to extend the terms of the Panel's co-opted members, and received updates from a variety of local organisations.
Investing in our Neighbourhoods
The Panel considered a report on the Neighbourhood Investment Fund.
Four projects were agreed for funding:
- Botcherby Community Centre1 received £5,050 to run weekly
Wobbly Wednesdays
andMindful Thursdays
events. - Sustainable Carlisle2 was given £6,725 to run monthly
Sustainable Saturday
events at Botcherby Community Centre featuring their existing initiatives, Carlisle Repair Cafe, Cumbria Clothes Swap, Love Myrtle, and a sling library. - Age UK North Cumbria received £5,452 to run weekly
Soupa Time
activities, alternating between Petteril Bank Community Hall and Greystone Community Centre. - The Panel noted that £400 was awarded to Harraby Netball Club outside of the meeting to purchase netball posts.
The panel did not agree to a £3,437 request from the Happy Mums Foundation CIC to run a community engagement and inclusion project. The group wanted to provide support to mothers and mothers-to-be by setting up support groups, recruiting volunteers, and hosting community events. Officers recommended a grant of £2,787 but the Panel ultimately rejected the application.

Community Panel Update
The Panel received an update from the Area Planning Manager about recent activity in the area, including details about:
- The Petteril Community Network Event, which took place at Harraby Catholic Club on 06 November 2024.
- The Harraby Cycle Circuit Working Group.
- A visit by the Community Development Officer to Carlisle Sea Cadets3.
- The Teenage Market, which took place in The Lanes Shopping Centre on 23 November 2024.
- The Winter Mini Reading Challenge 2024/25, run by the library service.
- The activities of Carlisle Adult Learning during terms 1, 2 and 3 of the 2024/25 academic year.
- The recent Make Your Mark ballot of 11-18 year olds.
- The activities of the Cumberland Youth Voice programme, including the Cumberland Youth Council, Cumberland Unique Voices, and Cumberland Chat 2 Change.
- Progress on a number of projects in the Council's capital programme, including the Carlisle Southern Gateway programme and works at Market Square and Greenmarket in Carlisle city centre.
- The 10p Swims – Make a Splash scheme, which offered discounted swimming to school children during the October half term.
- The Cumbria Community Foundation’s4 Warm Spots funding for 2024/25.
The Panel agreed to extend the term of its co-opted members to March 2026.

The Panel received and noted the minutes of the most recent meeting of the Highways and Transport Strategic Board.
