The Licensing Driver Panel met to consider eight applications for dual driver's licences and to review the status of previous appeals against the panel's decisions. Seven applications for dual driver's licences were refused, as the panel was not satisfied that the applicants were fit and proper
people. The remaining application was deferred as two members of the panel had to absent themselves from the meeting due to a declaration of interest in the matter.
Dual Driver Applications
The Licensing Driver Panel considered applications for dual driver's licences from seven people. The panel refused all seven applications.
- Application DP/2024/86 was refused.
- Application DP/2024/80 was refused.
- Application DP/2024/70 was refused.
- Application DP/2024/88 was refused.
- Application DP/2024/89 was refused.
- Application DP/2024/90 was refused.
The panel also considered application DP/2024/80, which was deferred from a previous meeting. This application was also refused.
All of these applications for new dual driver's licences were refused on the grounds that the applicants' previous convictions called into question their fitness and propriety to hold a dual driver's licence. Oldham Council's Statement of Fitness and Suitability sets out what the council considers when assessing a person's fitness to hold a licence. In particular, the council considers the applicant's criminal history, driving record, and any other relevant information. If an applicant is found not to be a fit and proper person, the council will refuse their application.
RESOLVED that, based on the information provided to the Panel, having taken into account the reason the Applicant has appeared before the Panel, namely: convictions, the report written by the Officer, their recommendations, the Applicant’s comments and the Council's Statement of Fitness and Suitability, the Applicant is not a fit and proper person and accordingly the application be REFUSED in accordance with the guidelines in the Council’s Statement of Fitness and Suitability.
In the case of application DP/2024/80, this refusal was
as the applicant has been convicted of a violent offence within the last 10 years.
