The meeting was scheduled to include a discussion of proposed amendments to Durham County Council's charitable scheme for Brandon Colliery Miners' Welfare Hall. The report prepared for the meeting says that:

The scheme provides that the trustees hold the property and income ‘upon trust to permit the premises to be used for the purposes of a social club or institute for the use of the inhabitants of Brandon and Byshottles and in particular the working classes thereof without distinction of political, religious or other opinions and to permit the user of the premises in furtherance of the above objects by other persons or organisations’.

The report goes on to recommend that the scheme should be amended to remove the words:

‘and in particular the working classes thereof’
