This meeting was about considering residents' concerns about road and traffic issues, and included discussions about the Binley Cycleway, a proposed resident parking scheme on Stoney Stanton Road and how the council will respond to other recent petitions.
Binley Cycleway – Section 7 (Clifford Bridge Road)
Two petitions were submitted to the council concerning a planned cycleway on Clifford Bridge Road that would form part of the Binley Cycleway, and a proposal to fell trees to make way for the scheme. The petitions are e44/23 and 32/23 – Petition against the Clifford Bridge Road Cycle Lane Development
and e17/24-25 - Save the trees on Clifford Bridge Road
. The first of these petitions, which attracted 1,510 signatures, was sponsored by Councillor F Abbott1. The petition requests that the cycleway be moved to a different route, stating that all three design proposals that have been presented for the scheme have been found unsafe in the eyes of the public.
It says that research data used to support the proposals is flawed as it was conducted during the pandemic when everyone walked or cycled due to restrictions.
The petition also raises several concerns about the safety of the proposed scheme.
The second petition, which attracted 4,273 signatures, was sponsored by Councillor F Abbott and Councillor J Blundell2. The petition requests that the Council save 26 trees, which it describes as being over 150 years old
, from being felled. It claims that the council have decided to fell the trees to make way for a two-lane cycleway and asks that the scheme be either redesigned to save the trees, or moved to a more less destructive route
.
The report pack includes a response to these concerns. It says that the road width will be maintained, visibility at junctions improved, and levels of parking maintained, and that the council are working with the Warwickshire Wildlife Trust to ensure its recommendations are met and that new trees will be planted to replace the felled trees.
The report pack says that funding to construct the cycleway was secured from the West Midlands Combined Authority and Active Travel England from the Transforming Cities Fund, Active Travel Fund Tranche 2, Active Travel Fund 3, and Active Travel Fund 4. The report says that the council's aim of building a network of cycleways is to encourage more people to take up cycling in line with its adopted transport and climate change strategies. It also says that a Traffic Regulation Order to reduce the speed limit from 40mph to 30mph on Clifford Bridge Road will be advertised, that the council will investigate the potential for a residents parking scheme on the road, and that the council will investigate the introduction of Average Speed Enforcement cameras and an HGV restriction on the road.
Petition 33/23 - Stoney Stanton Road - Residents Parking Area
The report pack describes a petition containing 11 signatures that was submitted to the council concerning parking outside 673 to 693 Stoney Stanton Road, which requested a residents' parking scheme be put in place. It also describes a related petition with 114 signatures that requested that an existing residents' parking scheme known as Zone EW1, which is in place on nearby Bryn Road and Crabmill Lane, be extended to include Silverton Road.
The report pack says that the council is minded to extend the existing parking scheme to include Silverton Road, make 673 to 693 Stoney Stanton Road eligible to apply for parking permits for Zone EW1, and to amend the waiting restrictions outside 673 to 693 Stoney Stanton Road so that permit holders can park there all day. The report pack explains that this balanced approach will allow customers of the businesses on that part of Stoney Stanton Road to park for a limited period to access the shops.
Petitions Determined by Letter and Petitions Deferred Pending Further Investigations
The report pack says that in June 2015 amendments were made to the council's petitions scheme, which forms part of the council's constitution. It says that the amendments allow a petition to be responded to by letter, without the petition being formally presented to the Cabinet Member. It says that this saves taxpayers' money and means that the petitions can be dealt with more quickly. It explains that the Cabinet Member will still consider each petition on an individual basis and make a decision on whether to respond by letter.
The report pack contains a list of petitions that have been received, details of which are provided below.
e12/24-25 Blackwell Road - Request for Implementation of Red Lines: This petition requested the introduction of red lines3 on Blackwell Road. A determination letter explaining that the Council does not introduce red lines on individual stretches of road was to be sent.
e27/24-25 Broad Lane - Traffic calming measures: This petition requested the introduction of traffic calming measures on Broad Lane. The report pack says that the Council does not consider Broad Lane to be a priority for safety measures and that a determination letter explaining the reasoning for this will be sent.
14/24-25 Park Court and Birmingham Road, Allesley Junction - Request for double yellow lines: This petition requested the introduction of double yellow lines at the junction of Park Court and Birmingham Road. The report pack says that the Council will advertise a proposal to introduce double yellow lines at this location.
16/24-25 Kensington Road Parking Permits: This petition requested the introduction of a residents' parking scheme on Kensington Road. It was to be responded to with a holding letter. The report pack says that the council will conduct area-wide parking surveys in the area and then respond to the petition organiser with its findings.
