This meeting was scheduled to discuss four planning applications in detail, as well as a number of enforcement actions in less detail. The four planning applications all concerned residential properties and the committee was scheduled to consider whether to approve or refuse each application. In addition to these four applications, the committee was also scheduled to be provided with an update on enforcement action being taken by the council.
Planning Applications
The following planning applications were scheduled to be discussed by the committee:
110 Leaventhorpe Lane, Bradford
A resubmission of an application to build front, side and rear extensions to this detached property, as well as increasing the roof height and adding front and rear dormers. The application was recommended for approval.
The applicant proposed to build a two-storey front extension, which will be an infill type development on the front elevation
despite the fact that front extensions, as a rule, are discouraged

The side extension will be two-storeys in height and although it will not have a set back from the front elevation of the dwelling, some indication of its subservient status will be indicated by the difference in roof levels when seen from the front.
Rehana Lounge, Express House, White Abbey Road, Bradford
An application to vary the permitted hours of this dessert parlour, including extending the closing time to 2am on Fridays and Saturdays. This application had previously been refused, but was recommended for approval this time. In particular, this application was scheduled to consider the impact of noise from the business on residents, with the report pack noting that:
The main concern with the increase in opening hours would be the resulting noise disturbance coming from the users of the balcony, within the premises and the noise disturbance from cars and customers arriving and leaving the site which is in close proximity to the residential properties.
44 Shay Drive, Bradford
An application to convert the roof from a hip to a gable design, as well as adding dormer windows to the front and rear. This application was recommended for refusal. This application was considered in some detail, due to the fact that:
The proposal introduces a much larger flat roof dormer to the rear, measuring 7.85 metres wide in total, wider than that in position at present
58 Briardale Road, Bradford
An application to build a single-storey extension on the rear of this semi-detached house. The application was recommended for refusal.
This application was complicated by the fact that one of the inhabitants of the dwelling is disabled and that the proposed extension is needed to accommodate the needs of the disabled person
, though limited information has been provided regarding this

Enforcement Action
The committee was scheduled to note the details of 20 requests for enforcement action, 4 appeals to the Planning Inspectorate that had been allowed, and 9 that had been dismissed. Enforcement action had been taken against a variety of breaches of planning regulations, from unauthorised fences to unpermitted extensions. The meeting was scheduled to note, for example, that enforcement action was being taken against 1 Winnard Row, Bradford because:
the use of the roof of the outbuilding as an outside amenity space results in users having unrestricted views into the most private areas of No 3 Winnard Row, negatively affecting the residents of adjoining properties to the detriment of residential amenity.
The report pack also contained details of an appeal to the Planning Inspectorate against the council's decision to refuse permission to build a new two-storey detached house at 2 Whitehead Place, Bradford. The report pack does not explain the details of the application, only that it had been dismissed.
