This meeting was scheduled to consider applications for a new premises licence and a review of an existing premises licence, as well as an application for another new licence for a shop whose neighbours were concerned about the impact it would have on the area.
Application for a review of a premises licence for Ela Polski Sklep, 105 Oak Lane, Bradford, BD9 4QU.
West Yorkshire Trading Standards applied for a review of the licence for Ela Polski Sklep on the grounds that the licence holder, Mr Asso Mohammed Ali, had repeatedly sold illegal tobacco products. For example the report submitted to the panel says, on 14 November 2023, a Trading Standards Officer in plain clothes attended the store, to conduct a test purchase. An illegal packet of 20 Richmond cigarettes was purchased for £3.00. The cigarettes were obtained from under the sales counter. The customer in front of the test purchase officer bought 4 x 10 packet sleeves of illegal cigarettes for £160.00 which shows the scale of the illegal trading taking place.
Application for a premises licence for Anni Off Licence, 54 High Street, Idle, Bradford, BD10 8NN.
Mr Afshin Amini applied for a new premises licence for Anni Off Licence to allow it to sell alcohol for consumption off the premises from 7am to 11:59pm every day. There were seven representations from local residents objecting to the application on the grounds that it could increase anti-social behaviour in the area. The report summarising their concerns says, Concerns are also raised that underage youths may be able to obtain alcohol
. The proprietor of The White Bear also objected to the application, arguing that The White Bear's customers would be disturbed by patrons of the shop.

Mr Surkew Mohammed applied for a new licence for Cross Lane Market to allow the sale of alcohol for consumption off the premises from 8am to 11pm every day. Two representations were received from local residents objecting to the application because of concerns about anti-social behaviour.
