This meeting was about awarding new contracts for the provision of adult social care in North Yorkshire. It considered the letting of contracts to provide support services at Esk Moors Lodge, and the possible extension of a contract for the provision of support to carers across North Yorkshire.
Provision of Background Support Services at Esk Moors Lodge
A report in the meeting pack requested approval to commission a new contract for the provision of background support services at Esk Moors Lodge, an extra care housing scheme in Castleton.
The report explained that the current contract, with Community Integrated Care1, was due to expire on 30 September 2025. It was proposed to offer a new 4 year contract with two optional two year extensions, and the report's authors were confident, based on market engagement, that a successful tender process could be completed.
In order to secure a longer-term position at Esk Moors Lodge, and create a more attractive offer to providers, it is intended to offer a 4 year contract with two options to extend for two years each (4++2+2) rather than the shorter contracts used previously. This will allow a provider to plan for the longer term by investing in the workforce and wider community care offer.

Extension and variation of Carers Support Services
The meeting was also scheduled to consider a report on a proposed contract extension for the provision of support to carers in North Yorkshire.
The report explained that in 2022 the council had commissioned two providers, Carers Plus2 and Carers' Resource3 to deliver support services across the county. The report explained that the contracts had an initial term of three years until June 2025, with an optional three year extension.
The report requested approval to extend the contract for the initial three year extension period, and to increase the value of the contract by 2.2% per year to account for inflation.
