Open Council Network is an independent organisation. We report on Stockport and are not the council. About us
The Standards Committee of Stockport Council met on Monday 9 December 2024 and granted dispensations to members of the Stockport Mayoral Development Corporation. The minutes from the previous meeting held on 16 September 2024 were approved as a correct record.
Applications for Dispensations
The committee considered and granted applications for dispensations under Section 33 of the Localism Act 2011. These dispensations allow members of the Stockport Mayoral Development Corporation (MDC) to participate in council meetings even if they have a disclosable pecuniary interest. This is to ensure that the transaction of business is not impeded and that the representation of political groups on decision-making bodies is not unduly affected.
The report detailed that the MDC was established on 9 September 2019. Councillors Anna Charles-Jones, Mark Hunter, and David Meller are members of the MDC. Councillors Gary Lawson and Matt Wynne are recognised as 'Observers' and do not participate in decision-making, so they are excluded from the need for dispensation.
The report explained that while MDC board members do not receive remuneration, they could be viewed as having a declarable interest in matters relevant to the MDC that come before council meetings. This could preclude them from participating in proceedings. The dispensations sought would allow these councillors to remain in the room, speak, and vote on matters relating to the MDC.
The report highlighted that a dispensation for Councillor Mark Hunter, in his role as Leader of the Council, would be particularly beneficial for efficient decision-making and accountability. It is highly likely that matters concerning the MDC will arise in various council meetings, including Cabinet and Scrutiny Committees. Dispensations for Councillors Charles-Jones and Meller were also deemed important for them to undertake their duties and represent their constituents' interests.
The dispensations were requested to extend until December 2028 and to cover all current and future councillors appointed to the MDC board until that renewal date. The committee resolved to note the report and grant the dispensations.
