This meeting was about considering a report from the Director of Planning and Regeneration on development control matters, including new planning appeals. It also included a report by the Head of Planning on planning performance monitoring and action plan updates.
The most significant topic discussed was whether to grant permission for a development of 14 homes at Land Between 75 & 77 Church Road, Warsash. The developer, Mr Phillip Lucas, proposed to demolish the existing buildings and construct 14 dwellings, including 5 affordable homes, with access roads, parking and a wildlife area. The report pack contained details of the plans, reports on ecology, flood risk, trees, and transport, as well as details of 5 objections that had been received. The site is currently undeveloped and lies within the settlement boundary of Warsash and is allocated for housing in the Fareham Local Plan 2037.
The next most significant topic discussed was whether to grant permission to fell 6 protected oak trees on three adjacent properties at Heath Lawns, Fareham. The three applications were submitted by insurers acting for the owner of 20 Southmead Road, Fareham, whose house has suffered subsidence. The report pack includes details of the applications, site investigations by engineers and arboriculturists, objections from neighbours and details of the likely compensation payable by the council should they refuse to grant permission.

Construction of 3 dwellings with associated car ports, access and landscaping following demolition of swimming pool enclosure.
P/24/1333/VC - Land Off Rookery Avenue, Whiteley
Variation of Condition 13 (Noise Mitigation), and details regarding the provision of acoustic fencing (Condition 14) of P/19/0870/FP – Residential Development of 32 dwellings.
P/24/1154/FP - 3 Drift Road, Fareham
Single storey front/side/rear extension, two storey side extension, associated roof alterations, loft conversion with gable build up and rear dormer.
The report pack also included a report on Planning Appeals that provided details of the most recent planning appeals received and decided by the Planning Inspectorate.
Finally, the report pack included a report on planning performance monitoring and action plan updates. The report described how the council's planning performance is monitored by the Ministry of Housing, Communities and Local Government. It summarised the council's performance on speed and quality of decision making, and provided an updated action plan to address areas where the council needs to improve.
