The Licensing and Appeals Hearings Sub Committee will meet to discuss an application to renew a street trading consent for a kebab van in Woodley.
Application to Renew a Street Trading Consent at Woodlands Avenue Layby, Woodlands Avenue, Woodley
The committee will consider a report about the renewal of a street trading consent for Mo's Kebab, a kebab van trading from Woodlands Avenue Layby, Woodlands Avenue, Woodley.
Mr Jan Ratip applied to renew the consent on 25 October 2024. He applied to trade on Sundays to Thursdays from 3pm to 1am, and on Fridays and Saturdays from 3pm to 3am. He nominated Mr Muhammet Alpar and Mr Ozan Uyar to work as assistants.
The application was the subject of a public consultation, during which Thames Valley Police submitted a representation objecting to the application because Mr Alpar and Mr Uyar are suspects in an affray at Turkish Mangal, a restaurant on Northumberland Avenue in Reading.
Thames Valley Police object to Muhammet Aplar [sic] and Mr Ozan Uyar being Street Trading Assistants for this application.
A member of the public submitted a representation after the deadline, alleging that they had paid Mr Alpar £18,000 for the business but that he had taken it back without paying the remaining balance or transferring the licence into their name.
So as you know I’ve called you a few times regarding the kebab van on woodlands avenue in Woodley I took it over on the 16th September 2024 as I purchased it mr Muhammad alpar I’ve know mr alpar for over 25 years he worked at my fathers kebab van which we had at the time in Caversham so I payed him £18,000 and the rest was to be payed when he put the license into my name
The meeting report pack states that in accordance with the Council’s policy for Street Trading Consents, members are requested to determine the outcome of the application

The report recommends that the sub-committee considers whether:
(i) To grant the application in full on the terms and conditions contained within the application;
(ii) To grant the application as above, modified with such additional measures as they may consider reasonably necessary; or
(iii) To reject the application.

- Copies of the site notices displayed in the area surrounding the Woodlands Avenue layby.
- A copy of Thames Valley Police's representation.
- A copy of the representation from the member of the public.
