The Licensing (Hearings) Sub-Committee of Leicester City Council will meet to discuss applications for a variation of a premises licence at Tonne, and an application for a new premises licence at the car park of 73b Church Gate, both of which were received with representations from responsible authorities. The Sub-Committee will also be asked to confirm the minutes of the previous meeting, which relate to an application for the review of a premises licence for Liya Supermarket on Hinckley Road.
Application for a Variation of an Existing Premises Licence - Tonne
The Sub-Committee has received a report from the Director of Neighbourhood and Environmental Services outlining an application for the variation of a Premises Licence for Tonne, 1-3 St. Martins Walk. The applicant is seeking to extend the licensed hours for live music, recorded music, the sale of alcohol and the provision of late night refreshment at the bar.
Leicestershire Police made a representation in respect of this application, citing concerns about crime and disorder, public safety and the protection of children from harm. These concerns are largely based on the applicant's proximity to other late-night venues in the city centre. The Police were not able to agree on suitable conditions with the applicant, and are therefore requesting that the application be refused, or that if the application is granted, their suggested conditions are attached to the licence.
Application for a New Premises Licence - 73b Church Gate
The Sub-Committee also has before it a report from the Director of Neighbourhood and Environmental Services on an application for a new Premises Licence for the car park at 73b Church Gate, Leicester. The applicant, I-Realty Limited, is applying for a licence to host plays, films, indoor sporting events including boxing or wrestling, and to provide live and recorded music, dancing and similar activities. They are also seeking permission to sell alcohol for consumption both on and off the premises.
Representations were received on this application from the Council's Noise Team, Licensing Enforcement Team, and Leicestershire Police. All raised concerns about the prevention of public nuisance, and the Police raised additional concerns about the prevention of crime and disorder, public safety, and the protection of children from harm. An agreement on suitable conditions was reached with both the Licensing Enforcement Team and Leicestershire Police, but the Noise Team continued to recommend that the application be refused.
Minutes of the Previous Meeting
The Sub-Committee will also be asked to confirm the minutes of their previous meeting on 26 November 2024. These minutes describe a hearing to determine an application for the review of a premises licence for Liya Supermarket, 62 Hinckley Road, Leicester. The application was reviewed on the grounds of the prevention of crime and disorder, the prevention of public nuisance, public safety, and the protection of children from harm. After considering the representations made by Leicestershire Police, Trading Standards and a member of the public, the Sub-Committee decided to revoke the licence.
