This meeting will include a discussion of the determination of three planning applications. Reports were prepared for the committee on each of the applications, describing the applications and making recommendations to the Councillors.
Planning Application 10/24/0223 - Billinge Crest, Billinge End Road/Woodgates Road, Blackburn
The report pack contains an application for the construction of 3 detached dwellings on land at Billinge Crest, Billinge End Road. The report contains details of the objections from local residents, which largely focussed on the impact of the proposed development on the character of the area and local trees protected by a Tree Preservation Order, amongst other concerns such as loss of privacy and increased traffic. Following negotiations with the case officer and the Council's Arboricultural Officer, the applicant amended the scheme to reduce the number of proposed dwellings from 4 to 3. The Strategic Director of Growth and Development recommends the application is approved, subject to a number of conditions, including updated tree and landscaping reports, details of boundary treatments and patio areas, and a Construction Method Statement.
Planning Application 10/23/0927 - Premier Business Park, Croft Head Road, Blackburn
The report pack contains an application for a new storage unit (Use Class B8)1 at Premier Business Park on Croft Head Road. The storage unit would serve the existing manufacturing business at the site, Senator Engineering. The report describes the proposal and provides details of consultations with interested parties, including objections from a member of the public who lives nearby. In his report to the Committee, the Strategic Director of Growth and Development recommends the application be approved. The approval would be subject to conditions including the retention of an existing public right of way that runs through the site, submission of a Coal Mining Risk Assessment (CMRA)2 due to the history of mining in the area, and various other requirements regarding drainage, biodiversity and landscaping.
Planning Application 10/24/0982 - The Former Blackamoor Inn, 140 Roman Road, Blackburn
The report pack contains an application from Blackburn with Darwen Borough Council for the demolition of the former Blackamoor Inn on Roman Road, along with the infilling of its basement, and highway improvements to the surrounding area. The report describes the proposal and provides details of consultations with statutory consultees including BwD Public Protection, BwD Highways and the BwD Ecological Advisor. The report also provides a summary of the concerns raised in a public comment from a local resident, Mr Christopher John Lambert, of 41 Wisteria Drive, Lower Darwen, that
noise pollution may be caused for neighbours The Strategic Director of Growth and Development recommends the application is approved subject to a number of conditions including a requirement that the works take place in accordance with the submitted demolition method statement, a requirement for a detailed plan for the safe management of highways and pedestrians during the works, and a number of ecological requirements relating to bats and nesting birds.
