This meeting will include discussion of two applications for changes to licences allowing businesses in Leicester to sell alcohol, play music, and host events. Councillors will also be asked to approve the minutes of the previous Licensing (Hearings) Sub-Committee meeting.
Application for a variation of an existing premises licence - Tonne, 1-3 St. Martins Walk, Leicester LE1 5DG
The Sub-Committee will consider an application to vary the existing premises licence for Tonne, a bar on St. Martins Walk.
The applicant is seeking permission to:
- Play live music indoors and outdoors Sunday-Thursday 13:00 - 02:00 and Friday-Saturday 13:00 - 03:00.
- Play recorded music indoors and outdoors Monday-Sunday 12:00 - 03:00.
- Serve late night refreshment indoors and outdoors Monday-Sunday 12:00 - 03:00.
- Sell alcohol for consumption on and off the premises Monday-Sunday 12:00 - 03:00.
- Open to the public Monday-Sunday 12:00 - 03:00.
Leicestershire Police have submitted a representation in respect of the application as they have concerns about the impact these changes might have on crime and disorder, public safety, public nuisance, and the protection of children from harm.
Leicestershire Police were unable to reach an agreement with the applicant on a set of conditions that could be added to the licence, so the Sub-Committee will hear evidence on these matters before making a decision on whether to refuse the application or to grant it with or without modifications.
Application for a new premises licence for the car park at 73b Church Gate, Leicester
The Sub-Committee will consider an application for a new premises licence for the car park at 73b Church Gate.
The applicant is seeking permission to:
- Show films Monday-Sunday 12:00-23:00.
- Host indoor sporting events, boxing or wrestling matches.
- Host live and recorded music and dance events.
- Sell alcohol for consumption on and off the premises.
Leicestershire Police, Licensing Enforcement, and the Noise Team have all submitted representations in respect of this application due to concerns about the impact the events might have on crime and disorder, public safety, public nuisance, and the protection of children from harm.
Licensing Enforcement and Leicestershire Police were able to reach an agreement with the applicant on a set of conditions to be added to the licence.
The Noise Team were unable to reach an agreement with the applicant and have recommended refusal of the application.
