Cumberland Council has published the agenda for a meeting of its Licensing Sub-Committee. The documents include a report on an application for a new premises licence for an event in Workington.
Application for a new premises licence for Over the Rainbow at Vulcan's Park, Workington
The Licensing Sub-Committee will be asked to consider an application for a new premises licence for Over The Rainbow Support C.I.C.. The application is for the sale of alcohol and the performance of live and recorded music and dance at Vulcans Park, Workington. The applicant wants to hold a “festival” like event. The application seeks permission for:
- Live Music, Recorded Music and Performances of Dance (Outdoors) on Saturday from 11.30 - 19.30
- Supply of alcohol on the premises on Saturday from 12:00 - 19:00
- Opening hours for the event on Saturday from 11.30 to 19.30

The premises is a large open public park area in which we plan to hold a “festival” like event with enclosed bar areas, stage/performance area and space for stalls and food vendors.

The report sets out that Cumberland Council's Trading Standards and Environmental Health departments have asked for conditions to be applied to the licence, should it be granted, relating to the Challenge 25 scheme for the sale of alcohol, and noise levels at the event. The report also notes that Cumbria Constabulary have asked for changes to be made to the layout of the event to address their concerns. The Sub-Committee report pack contains the event plan agreed with Cumbria Constabulary following mediation, but does not include the original plan. The meeting papers state that three representations against the application have been received by the Council, and that attempts to mediate between the parties have failed. The report pack includes redacted copies of the representations. The report asks the Sub-Committee to make a decision on the application. The options available to the Sub-Committee are: to grant the licence, to grant a modified licence, to refuse to grant some or all of the licence, or to reject the application outright.
