The Licensing Sub-Committee was scheduled to discuss a new premises licence application for Craft Tooting at 143 Mitcham Road.

Metropolis Craft Limited applied for a new premises licence for Craft Tooting to allow:

• the sale by retail of alcohol for consumption on and off the premises from 07.30 hours until midnight Sunday through Thursday nights, and 07.30 until 00.30 hours Fridays and Saturdays.
• the provision of regulated entertainment (recorded music) from 09.00 until 23.00 hours Sunday through Wednesdays and 09.00 until Midnight Thursday -Saturdays

Representations were received from the following responsible authorities:

• The Metropolitan Police
• Environmental Services Officer (Noise)
• Trading Standards Officer

A representation was received from a member of the public, Mike Hill, raising concerns regarding public nuisance:

If a bar is permitted to operate on the ground floor - there will be no escape from the amplified music during operating hours and this will provide a considerable public nuisance to neighbours and particularly to me as I may well have a bar operating at the front of the property and at the rear of the property. In addition, the gas and water piping from the ground floor into the boiler permits sound transmission directly into the cupboard which contains the boiler. Again I have heard entire conversations as it is.

The meeting report pack notes an Administrative error on part of the Licensing Authority that meant that the application was wrongly issued at the end the consultation period and This matter is now being referred to the Licensing Sub Committee for determination .
