This meeting was the first meeting of a new committee formed of the Leaders of each of the District Councils in Lincolnshire. This new District Joint Committee exists to coordinate the response of the districts to the formation of a new Mayoral Combined County Authority (MCAA) for Greater Lincolnshire. The meeting was mostly about the procedures of the new committee and the appointment of Councillors to positions on it and on the new MCAA.

District Joint Committee Standing Orders and Terms of Reference

The committee was scheduled to discuss and note the standing orders and terms of reference for the new committee. These documents describe the purpose of the committee, how often it will meet, how decisions will be made, and many other procedures. The documents say that:

The purpose of the District Joint Committee is to establish a collaborative platform for coordination among the non-constituent authorities to represent their interests on the Greater Lincolnshire Mayoral Combined County Authority (MCCA).

The agenda, minutes and reports for this and future meetings will be published on the West Lindsey District Council website.

Public Participation

The meeting was scheduled to agree a new public participation scheme for future meetings. The draft scheme says that:

The principal purpose of district councils is to ensure the provision, directly or indirectly, of services for the residents and businesses of the district. The right to speak extends to residents, those employed in the districts, businesses and other organisations based within the districts, and their representatives.

Rotation of Appointments

The committee was scheduled to agree how it would choose which four of the seven Leaders on the Committee will represent the Districts on the new Greater Lincolnshire Combined County Authority.

Nomination of two additional representatives to the GLCCA

The committee was scheduled to nominate two more Councillors from the seven districts to represent the district councils on the Greater Lincolnshire Combined County Authority.

Administration of the Committee

The committee was scheduled to decide on who will provide administrative support to the new committee in future.

Appointments to Committees of the GLCCA

The committee was scheduled to appoint four Councillors to each of these committees of the new Greater Lincolnshire Combined County Authority:

• Economy Advisory Panel
• Business and Infrastructure Board
• Skills and Employment Board

The Committee was also scheduled to note that in future it will need to appoint four Councillors to each of these committees:

• Overview and Scrutiny Committee
• Audit Committee

Forward Planning and Schedule of future meetings

Finally, the committee was scheduled to identify items for discussion at its next meeting, and to agree a schedule of future meeting dates. The committee was scheduled to note that it is proposed that the next three meetings be held:

• 30th January 2025 at 2.30pm at the Guildhall in Gainsborough
• 6th March 2025 at 2.30pm in either Sleaford or Horncastle
• 8th April 2025 at 2.30pm in either Sleaford or Horncastle
