The Planning Applications Committee of Kensington and Chelsea Council met on Tuesday, 17 December 2024, to consider a range of planning applications. The committee granted planning permission for several applications, including window replacements, variations to existing permissions, and the discharge of conditions related to construction management. However, planning permission was refused for applications concerning external alterations to a property in Kensington Park Road and alterations to a roof to form a sun deck terrace.
76 Kensington Park Road, W11 2PL
Planning permission was refused for external alterations to the entrance, installation of plant and servicing at lower ground floor level, and the installation of brick-clad extraction services to the rear elevation. The refusal was based on the proposed flue and brick slip cladding being an incongruous and harmful addition to the building, detrimental to the character and appearance of the Ladbroke Conservation Area.
40-41 Hans Place, SW1X 0JZ
The committee resolved to delegate authority to the Director of Planning and Place to grant planning permission for the partial demolition of Nos. 40 and 41 Hans Place, and the construction of basement, front, rear, and mansard extensions with associated roof terraces to create seven residential units. This decision was made subject to the satisfactory completion of a legal agreement to secure community housing contributions and other obligations, and the imposition of specified conditions. The committee also agreed to add an informative regarding the incorporation of swift boxes into the development.

Planning permission was granted for the replacement of air conditioning and ventilation equipment on the roof. This decision included an additional condition regarding the adoption of Plant Noise Assessment measures and the undertaking of a post-installation assessment.
Flat 4, 11 Palace Gardens Terrace, W8 4SA
Planning permission was refused for alterations to the roof to form a rooftop sun deck terrace and associated glazed access housing for the second-floor flat. The refusal cited that the proposed roof terrace and glazed access housing would create an uncharacteristic feature on the terrace group's roofscape, detrimental to the character and appearance of the terrace group and the wider Kensington Palace Conservation Area. It was also determined that the proposed terrace could lead to noise and nuisance, negatively impacting the living conditions of nearby residents.

Planning permission was unanimously granted for a variation of conditions related to approved drawings, flood risk assessment, sustainable drainage systems, and materials for external render. The decision was made with the conditions listed in the officer's report.

The committee unanimously resolved to grant planning permission for the demolition of the existing building and the construction of a new office building, landscaping, and ancillary works. Planning permission was unanimously granted for the replacement of single-glazed timber-framed windows with like-for-like slimline double-glazed timber windows at the front and rear elevations. The decision was made with the conditions listed in the officer's report.
