Open Council Network is an independent organisation. We report on Carmarthenshire and are not the council. About us
The Planning Committee of Carmarthenshire Council met on Thursday, 17 April 2025, to determine two planning applications and review the appeals report. Both planning applications discussed were granted approval.
Determination of Planning Applications
The committee considered and approved two planning applications.
PL/07390: Improvements to the existing access to meet the requirements of the Highway Authority at Former Apostolic Church Hall, Waterloo Road, Penygroes, SA14 7DY. This application sought permission to improve an existing access point. The proposal involved a junction build-out to reduce the width of Waterloo Road to 6.1 metres, including an increased pavement and splay markings. The decision to grant permission was made subject to conditions detailed in the report. Objections had been raised by third parties concerning land ownership and the potential impact on wildlife, however, the committee noted that planning decisions focus on the use and development of land, not ownership disputes, and that the proposed works were deemed acceptable by the Authority's Head of Environmental Infrastructure. The application was recommended for approval as it was considered compliant with the Carmarthenshire Local Development Plan1.
PL/08450: Proposals for two new semi-detached dwellings at Land adjacent to Mount Pleasant, Capel Iwan, Newcastle Emlyn, SA38 9LT. This application proposed the construction of two three-bedroom semi-detached dwellings. The proposal included parking and turning areas to the front of the properties, with a shared access from the public highway. The dwellings were to be two storeys high, finished with red brick walls and timber cladding, under a pitched slate-effect roof. The application was reported to the committee due to objections from third parties and the applicant's relation to a serving County Councillor. Concerns raised included the site's size, adequacy of parking and gardens, impact on neighbouring communities, and the potential strain on infrastructure. The committee unanimously resolved to grant permission, subject to conditions. The report highlighted that the site was within the development limits of Capel Iwan and had previously gained permission for residential development. The proposal was considered to comply with relevant policies regarding housing, character and appearance, and biodiversity, with conditions to ensure appropriate road, parking, and landscaping measures.
Appeals Report
The committee reviewed the Planning Appeals Report, which provided information on lodged planning appeals as of 7 April 2025. The Senior Development and Enforcement Manager noted that appeal number PL/05250 had been withdrawn because the building in question had been sold. The committee unanimously resolved to note the report.
Minutes of Previous Meeting
The committee resolved to sign as a correct record the minutes of the meeting held on 27 March 2025.
