The Licensing (Hearings) Sub-Committee met to consider applications for variations to existing premises licences. The committee was scheduled to discuss applications for two Morrison's Daily stores and to confirm the minutes of a previous meeting.

Licensing Applications

The sub-committee was scheduled to review reports regarding applications for variations to existing premises licences for two Morrison's Daily stores in Leicester.

• Morrison’s Daily, 249-259 Narborough Road

  The Director of Neighbourhood and Environmental Services submitted a report regarding an application to vary the existing premises licence for Morrison’s Daily, 249-259 Narborough Road, Leicester. The application requested:

  • Permission to sell alcohol and late night refreshments 24 hours a day, seven days a week.
  • Removal of existing conditions listed under Annex 2 of the current licence.

  A representation was received from the Licensing Enforcement team, relating to the prevention of crime and disorder, public nuisance, ensuring public safety and the protection of children from harm. The Licensing Enforcement team had reached an agreement with the applicant to attach conditions to the licence, if granted. A representation was also received from Leicestershire Police, relating to the prevention of crime and disorder, public nuisance and ensuring public safety. The police were concerned that the 24/7 application would lead to an increase in anti-social behaviour, crime and noise.

• Morrison's Daily, 170-178 Evington Road

  The Director of Neighbourhood and Environmental Services submitted a report for an application for a variation to an existing premises licence for Morrison's Daily, 170-178 Evington Road, Leicester. The application requested:

  • To sell alcohol from 6am until midnight, Monday to Sunday (currently 7am until 10pm).
  • To provide late night refreshment from 11pm until midnight, Monday to Sunday (currently not applicable).
  • Removal of the existing condition that the licence holder operates a Challenge 25 age verification policy in store and for deliveries of alcohol. At the point of delivery if the customer is unable to provide valid ID, alcohol will be refused and returned to the store and the customer will be refunded.
  • Removal of the existing condition that deliveries will only be made to the address on the order and no sales will be made to customers attempting toflag downa delivery van.
  • Addition of a condition that a digital CCTV system will be installed, or the existing system maintained, such system to be fit for the purpose.

  Representations were received from 11 local residents and a local councillor, acting on behalf of the Stoneygate Councillors including Councillor Yasmin Surti and Councillor Manjula Sood, and from Leicestershire Police. The representations related to the prevention of crime and disorder, the prevention of public nuisance, public safety and the protection of children from harm. The representees were all concerned that the proposed increase in hours would add to the noise, litter and anti-social behaviour that already exists in the area, and exacerbate existing issues such as parking, crime and sleep disruption due to late night deliveries.

Councillor Scott Kennedy-Lount, Councillor Kulwinder Singh Johal, and Councillor Dilip Joshi were scheduled to confirm the minutes from the previous meeting held on 6 March 2025 as a correct record.
