Housing Landlord Service Anti-Social Behaviour Framework
The Panel was scheduled to discuss a new Anti-Social Behaviour (ASB) Framework to support the management of anti-social behaviour and hate crimes within the Housing Landlord Service.
The report pack included the ASB Framework itself, a tenant summary, and an equality impact assessment. The framework is built on four priorities:
- Prevention and Early Intervention
- Working Together
- Risk Management and Victim Support
- Putting Tenants First
The report pack stated that the council is committed to ensuring tenants enjoy peace, quiet and security in their homes and neighbourhoods, and recognises that ASB can have a severe impact on well-being. The proposed framework outlines the council’s strategy to address ASB through early intervention, support, and enforcement.
The report stated that the framework is needed to meet the expectations of the Consumer Standards set by the Regulator of Social Housing2. The report pack included data on ASB cases reported to the Housing Landlord Service in 2024, with noise complaints being the most common type of ASB.
Tenant Engagement and Influence Strategy 2025-2027
The Panel was scheduled to consider the draft Tenant Engagement and Influence Strategy 2025-2027. The report pack included the Tenant Engagement and Influence strategy report, the strategy itself, consultation findings, and equality impact assessments.
The report pack stated that as a social housing provider, the council is committed to providing services that suit tenants' needs and meeting the outcomes of the consumer standards set out by the Regulator of Social Housing. The strategy sets out how the council will engage with tenants to meet its legal obligations and ensure tenants receive services that suit their needs and aspirations.
The report pack stated that the Council commissioned Tenant Participation Advisory Service (TPAS) to carry out a reengineering tenant engagement project. TPAS is a tenant engagement consultancy. TPAS carried out a survey and series of focus groups with tenants and officers to influence the proposed strategy and recommendations.
The report pack stated that the Tenant Engagement and Influence Strategy is fully aligned to regulatory duties under the Transparency, Influence and Accountability Standard. It will enable the council to know more about its tenants, their experiences, priorities, and expectations.
The strategy sets out:
- What is tenant engagement?
- How tenants can get involved and have their voices heard
- Commitments to tenant engagement and influence
- How tenant’s voices will feed into existing governance mechanisms
- How the council will monitor the success of the strategy and share the difference tenant’s voices make.
Policy Development Panel Work Programme
The Panel was scheduled to review its work programme, which sets out the meeting dates and proposed items for consideration. The work programme also includes details of current and pending task groups.
