Holbeach and Spalding Conservation Area Appraisals and Management Plans

The Cabinet approved the adoption of the Holbeach Conservation Area Appraisal and Management Plan, including a revised boundary, and the Spalding Conservation Area Appraisal and Management Plan, including its revised boundary and the Spalding Shop Front Design Guide. These decisions were made on 30th June 2026. The adopted documents will be published in the local press and The London Gazette, and updates will be made to the land charges register.

Adoption of the Anti-Social Behaviour (ASB) and Hate Crime Policy for the Housing Landlord Service

The Cabinet approved the adoption of the Anti-Social Behaviour and Hate Crime Policy for the Housing Landlord Service on 30 June 2026. The Cabinet also delegated minor operational amendments and legislative changes to this policy to the Service Director for Housing in consultation with the Portfolio Holder for Strategic and Operational Housing.

The Cabinet approved accepting the UK Government's Memorandum of Understanding to commence the ten-year Pride in Place programme for Spalding. This decision, made on 28 April 2026, also delegates authority to the Director of Finance and Section 151 Officer to sign the MoU and approve expenditure recommended by the Spalding Neighbourhood Board, and to the Director of Economic Development to enter into associated contracts and grant agreements.

The Cabinet noted the forecast revenue position of a projected £187,000 underspend for 2025/26 and a projected surplus of £890,000 for the HRA for 2025/26 on 28 April 2026. The Cabinet also noted changes to the HRA Capital Programme and amendments to the General Fund Capital Programme.

Local Authority Housing Fund (LAHF) Round 4 for the provision of Temporary and Resettlement Homes

The Cabinet of South Holland Council approved recommendations regarding social housing regulation on 30/06/2026. They noted progress on social housing regulation, approved changing the reporting frequency for the Social Housing (Regulation) Act 2023 update to six-monthly, and noted the quarterly Tenant Engagement Impact Assessment Report.

Social Housing Regulation – Q4 2025/2026 update

The Cabinet of South Holland Council agreed on 30 June 2026 to participate in the Local Authority Housing Fund Round 4 programme. This decision aims to acquire three properties for temporary and resettlement homes within the district. The Cabinet delegated authority to the Service Director of Strategic Growth & Development and the Portfolio Holder to finalise the Memorandum of Understanding with MHCLG.
