The Stonehenge Area Board met on Tuesday 20 May 2025 to elect a chair and vice-chair for the forthcoming year, and to appoint a representative to the Local Highways and Footpath Improvement Group (LHFIG). Councillor Ian Blair-Pilling was elected as Chairman, Councillor Dr Monica Devendran was elected as Vice-Chairman, and Councillor Ian Blair-Pilling was appointed as the board's lead representative on the LHFIG.
Election of Chairman
The Democratic Services Officer opened the floor for nominations for Chairman. Councillor Kevin Daley nominated Councillor Ian Blair-Pilling, which was seconded by Councillor Graham Wright. Councillor Alan Hagger, seconded by Councillor Kevin Asplin, then nominated Councillor Dr Monica Devendran.
Both nominees spoke about what they could bring to the role. A vote was held, and the results were equal. According to the procedure detailed in the council's constitution1, the Democratic Services Officer flipped a coin to break the tie. Councillor Ian Blair-Pilling won the coin toss and was subsequently elected Chairman of the Stonehenge Area Board for 2025/26.
Election of Vice-Chairman
Councillor Ian Blair-Pilling, the newly elected Chairman, opened the floor for nominations for Vice-Chairman. Councillor Alan Hagger, seconded by Councillor Kevin Asplin, nominated Councillor Dr Monica Devendran. There were no further nominations, and Councillor Dr Monica Devendran was elected Vice-Chairman of the Stonehenge Area Board for 2025/26.
Appointment of a Representative to the LHFIG
Councillor Graham Wright, seconded by Councillor Kevin Daley, nominated Councillor Ian Blair-Pilling to be the lead representative on the LHFIG2 for the forthcoming year. There were no further nominations, and Councillor Ian Blair-Pilling was appointed as the Stonehenge Area Board’s lead representative on the LHFIG for 2025/26.

The LHFIG operates as an informal working group making recommendations to the Area Board for approval on local highways and footpaths improvements. The LHFIG Terms of Reference sets out that it will normally be made up of members of the Area Board, town and parish council representatives, and community/stakeholder representatives. The group is intended to act as a conduit between their organisations and the LHFIGs by putting forward the views of the body they represent and providing feedback to its members regarding the work of the LHFIGs. ↩
