The Westbury Area Board met to elect a chair and vice-chair for the forthcoming year, and to appoint a representative to the Local Highways and Footpath Improvement Group (LHFIG). Councillor Robert Smith was elected as Chairman, Councillor Gordon King as Vice-Chairman, and Councillor Boaz Barry was appointed as the Lead Representative to the LHFIG.
Appointment of LHFIG Representative
Councillor Boaz Barry was appointed as the Lead Representative to the Local Highways and Footpath Improvement Group (LHFIG). Councillor Robert Smith nominated Councillor Barry, with Councillor Mike Phillips seconding the nomination.
The LHFIG operates as an informal working group that makes recommendations to the Area Board for approval regarding local highway and footway improvements. The terms of reference state that the group is normally made up of Area Board members, town and parish council representatives, and community/stakeholder representatives. The LHFIG can make recommendations to the Area Board regarding small-scale transport schemes, including pedestrian improvements, cycle improvements, bus infrastructure, traffic signing, new road markings, speed limits, waiting restrictions, footpath improvements, drainage, street lighting, and traffic management measures. The LHFIG cannot fund routine maintenance, service subsidies, promotional campaigns, SID equipment1, or improvements for individuals and properties.
Election of Chairman and Vice-Chairman
Councillor Robert Smith was elected as Chairman of the Westbury Area Board for the forthcoming year. Councillor Gordon King nominated Councillor Smith, and Councillor Mike Phillips seconded the nomination.
Following the election of the Chairman, Councillor Gordon King was elected as Vice-Chairman of the Westbury Area Board for the forthcoming year. Councillor Robert Smith nominated Councillor King, and Councillor Boaz Barry seconded the nomination.
The constitution outlines the procedure for the election of chairs. According to section 4.9, a member's nomination must be seconded to be valid, and a member cannot be nominated in their absence without their written consent. In the event of only one valid nomination, the person presiding will declare the nominated member elected (section 4.10).
