The Safer Communities Partnership Board was scheduled to discuss community safety issues in Barnet, including performance, strategy and specific initiatives. The agenda included annual reports from various teams and partnerships, as well as updates on key strategies and consultations.
Annual Performance and Strategy
The Safer Communities Partnership Board was scheduled to receive several annual reports to assess performance across key areas. These included:
- Community Safety Partnership (CSP) Performance Dashboard: The board was to review the SCP Annual Dashboard 2024_25.pdf, detailing crime and performance figures across Barnet during the financial year 2024/25, with comparisons to other boroughs.
- Community Safety Team Annual Update: The board was to discuss the Appendix A - CST Annual Update 2024_25.pdf, including case volumes, anti-social behaviour, CCTV, and Prevent activity.
- Family Services Annual Reports: The board was scheduled to discuss annual reports from Barnet Youth Justice Service, Domestic Abuse and Violence Against Women and Girls (VAWG), and Serious Violence teams.
- Safer Communities Partnership Board Annual Report: The board was to review the Appendix A - SCP Annual Report 2024_25 Fin.pdf, detailing the work of the partnership and its outcomes for 2024-2025.
Domestic Abuse and Violence Against Women and Girls (DA and VAWG)
A key item for discussion was the Domestic Abuse and Violence Against Women and Girls Strategy. The board was scheduled to discuss a draft of the new strategy for 2025-2029 and approve it for public consultation. The draft strategy outlines the vision to strengthen the collaborative approach to reducing domestic abuse and VAWG through education, shifting attitudes, and holding perpetrators to account. The DA and VAWG Consultation document Final Draft.pdf sets out four partnership objectives:
- Prevent and tackle domestic abuse and VAWG through effective early intervention and prevention measures and by tackling the causes.
- Enable all victims and survivors, including children, to report domestic abuse and VAWG, access comprehensive support, and recover in the long term.
- Ensure a comprehensive and robust response to people responsible for perpetrating domestic abuse and VAWG, including holding them to account and engaging them in behaviour change interventions.
- Enhance the safety of streets, communities, workplaces, education settings, and public spaces through collaborative actions to reduce domestic abuse and VAWG in these environments.
Public Spaces Protection Order (PSPO)
The board was scheduled to discuss a report regarding a borough-wide Public Spaces Protection Order (PSPO). The Appendix 1 - DPR - Borough-wide Public Spaces Protection Order PSPO.pdf included the prohibitions and penalties for the PSPO, which was intended to address nuisances and problems in public spaces. The prohibitions included:
- Continuing to consume alcohol when asked to stop by an authorised officer
- Behaving in a manner that causes harassment, alarm, or distress
- Failing to remove dog faeces
- Exercising more than 6 dogs at a time or failing to put a dog on a lead when instructed
- Urinating, defecating, or spitting in a public place
- Aggressively begging for money
- Driving or riding a motorised vehicle in a park or public green space without permission
- Lighting a firework in a public space without a licence
- Building or attempting to build a fire or barbecue in a public space without permission
- Promoting an unlicensed music event
- Using, sharing, or supplying psychoactive substances or marijuana in a public place
Community Cohesion
The board was scheduled to discuss a report providing an overview of cohesion activity in Barnet. The London Borough of Barnet - Community Cohesion Commission Submission April 2025.pdf highlighted the council's work with community groups and the police to tackle hate crime and promote community cohesion. It also detailed the Connecting Communities Campaign
, which aimed to build pride in local communities through positive and inclusive messages.
Other Business
- The board was scheduled to receive an update from Barnet Homes, the housing management organisation, on their activities related to community safety.
