The Personnel Appeals Panel of Harrow Council met on Wednesday 11 June 2025 and dismissed a disciplinary appeal. The meeting was chaired by Councillor Kanti Rabadia, with Councillor June Baxter and Councillor Ghazanfar Ali also in attendance.

Disciplinary Appeal

The Panel unanimously resolved to dismiss a disciplinary appeal after carefully considering verbal and written evidence from both the appellant and management. Councillor June Baxter declared a non-pecuniary interest in this item as she had been copied into an email concerning the appellant's case, but remained in the room for the discussion and vote. The press and public were excluded from this part of the meeting in accordance with the Local Government Act 1972, due to the disclosure of information relating to an individual. The meeting commenced at 10:00 am and concluded at 1:05 pm.

The minutes of this meeting were approved following the meeting by the members present and signed by the Chair, Councillor Kanti Rabadia. This process is followed because the Personnel Appeals Panel is constituted from a pooled membership, meaning subsequent panels may have different members.
