The Licensing Committee of Carmarthenshire Council met on Thursday, 12 June 2025, to consider several applications for Hackney Carriage/Private Hire Dual Driver's Licences. The committee unanimously granted licences to Mr. David Leslie Harries and Mr. Daniel Marc Reid with a warning regarding their future conduct, and lifted the suspension of Mr. Jason Lewis Thomas's licence. However, the applications of Mr. Peter Colin Booth and Mr. Jordan Kyle Thomas were refused and granted with a warning respectively, following private deliberations.

Applications for Hackney Carriage/Private Hire Dual Driver's Licences

The committee considered five applications for Hackney Carriage/Private Hire Dual Driver's Licences.

Mr. David Leslie Harries of 10 Brynamman Road, Lower Brynamman, applied for a licence. The Senior Licensing Officer recommended that the application be granted with a warning as to his future conduct. The committee unanimously resolved to grant the licence with this warning.

Mr. Jason Lewis Thomas of 28 Lon Hafren, St Clears, Carmarthen, had his application for a Hackney Carriage/Private Hire Dual Driver's Licence considered. Following an interview, the Senior Licensing Officer recommended that his suspension be lifted. The committee unanimously resolved to lift the suspension of his licence.

Mr. Daniel Marc Reid of 4 Erwau'r Gam, Carway, Kidwelly, applied for a licence. After an interview, the Senior Licensing Officer recommended that the application be granted with a warning as to his future conduct. The committee unanimously resolved to grant the licence with this warning.

Mr. Peter Colin Booth of Cynlias, 24 Carmarthen Street, Llandeilo, applied for a Hackney Carriage/Private Hire Dual Driver's Licence. Following an interview and private deliberation where legal advice was sought, the committee unanimously resolved to refuse his application. The reasons provided stated that the committee was not satisfied that the applicant was a fit and proper person to hold a licence, having regard to the information provided and relevant guidelines.

Mr. Jordan Kyle Thomas of 93 Brynawelon, Llanelli, applied for a Hackney Carriage/Private Hire Dual Driver's Licence. After an interview and private session to receive legal advice, the committee resolved to grant his application with a warning as to his future conduct. The Senior Licensing Officer had initially recommended refusal.
