The Licensing Sub-Committee convened to consider a new premises licence application for Kanteen, a restaurant located at 185 Stafford Road, Wallington, SM6 9BT. The committee reviewed the application, considered representations from responsible authorities and other parties, and ultimately granted the licence with specific conditions.
Licence Application for Kanteen, 185 Stafford Road, Wallington, SM6 9BT
The sub-committee approved a new premises licence for Kanteen, permitting the sale of alcohol for consumption on the premises from 10:00 to 01:00 daily, late night refreshment (indoors and outdoors) from 23:00 to 01:00 daily, and recorded music (indoors) from 23:00 to 01:00 daily.
Kevz Catering Ltd, trading as Kanteen, applied for a new premises licence. The restaurant, already operating with a 'bring your own bottle' scheme, sought to sell beers and wines on the premises. The application detailed the restaurant's seating capacity (26 indoors, 10 on the front deck) and its popularity for providing authentic North Indian food.
The application received a representation from the Metropolitan Police, which was later withdrawn after the applicant agreed to amend their operating schedule. However, the Council's Environmental Health (Noise Pollution) Officer maintained their representation regarding the prevention of public nuisance. Four representations were also received from other parties, raising concerns about potential public nuisance.
In making their decision, the sub-committee considered Sutton Council's Statement of Licensing Policy1 and the Secretary of State's Guidance2 issued under section 182 of the Licensing Act 20033. The sub-committee also took into account the representations received and the evidence presented. The conditions attached to the licence included:
- CCTV: Installation and maintenance of a comprehensive CCTV system, with recordings stored for a minimum of 31 days.
- Alcohol Display: High-value alcohol to be displayed behind the counter and kept unobstructed from the view of sales assistants.
- Restaurant conditions: The premises must operate as a restaurant, with alcohol sold only to those ordering a meal/takeaway meal.
- Deliveries: No deliveries between 22:00 and 08:00.
- External drinking area: The outside seating area must not be used after 23:00.
- Challenge 25: Implementation of a Challenge 25 scheme4 for age verification.
- Staff Training: Comprehensive staff training on underage sales prevention, proxy sales, health and safety, and emergency evacuation procedures, with refresher training every six months. # Licensing Sub-Committee Hearings Procedure The sub-committee reviewed the procedure to be followed at the meeting, as outlined in the Council's Licensing Sub-Committee - Hearings Procedure.
Minutes from the previous meeting
The sub-committee approved the minutes of the meeting held on 13 May 2025, which included the decision to grant a new premises licence to Elif Food Centre, located at 563-567 London Road, North Cheam, SM3 9AE. Kemal Koca, the applicant, sought the licence to sell alcohol for consumption off the premises. The sub-committee granted the licence with conditions, including CCTV, incident book, and staff training requirements.
