The Licensing Sub-Committee A was scheduled to convene to discuss a premises licence application and confirm the minutes of a previous meeting. The main item on the agenda was the application for a new premises licence for Expo International Supermarket, located at 31 Herbert Road, London, SE18 3SZ.

The sub-committee was scheduled to consider an application by Mr Bayram Kagantekin for a new premises licence for Expo International Supermarket, Shop Left, 31 Herbert Road, London, SE18 3SZ.
The original application requested the following:
- Supply of Alcohol (Off the premises only): Monday to Sunday from 08:00 hours until 23:00 hours.
- Opening hours of the premises: Monday to Sunday from 06:00 hours until 23:00 hours.
Following a representation from Public Health, the applicant amended the hours for licensable activities to 09:00 hours until 23:00 hours daily for the supply of alcohol.
The report pack noted that the council could impose licence conditions consistent with those proposed in the applicant's operating schedule, and that following a representation by the Police, the applicant agreed to implement the police's recommendations, outlined in 21 conditions.
These proposed conditions included:
- CCTV installation and maintenance to Home Office Guidance standards.
- A staff member trained in the use of the CCTV system available at all times.
- Adoption of a 'Challenge 25' policy1 with prominent signage.
- Maintenance of an Incident Log and Refusals Register.
- Staff training in Licensing Act 2003 legislation every six months.
- Display of a

sign at the point of sale. - Prominent notices at exits requesting patrons to respect local residents.
- A minimum of two staff members on duty after 21:00 hours.
- Restriction on the sale of high-strength alcohol (above 6.5% ABV2), with exceptions for premium and craft beers with consent.
- Signage advising customers not to congregate outside the premises.
- Alcohol to be displayed in full view of the cashier.
- Alcohol and age-restricted goods to be placed away from goods aimed at children.
- Measures to prevent litter outside the premises.
- Cashier to have a clear view of the public entrance.
- Alcohol not to be sold in open containers or consumed on the premises.
- Multipacks of alcohol not to be divided for sale.
- Signage stating,
Alcohol must be consumed off the premises
. - No shared facilities or promotions with the adjacent betting shop.
- The checkout area/tills shall be located in view of the exit/entrance door
- No licensable activities permitted if the CCTV system is faulty.
- Deliveries and waste collections to take place between 08:00 and 23:00.
- Waste to be kept securely to minimise noise.
The report pack noted that the premises is located within the Herbert Road/Plumstead Common Cumulative Impact Zone3.
Representations were received from PC Sam Bobb of the Metropolitan Police, Ishwak Ahmed, a co-ordinator for Public Health and three local residents, Rajan Rasanathan, Bastiampillai Robinson and Kalaichelvi Subramaniam.
The report pack also included several sections of the Royal Borough of Greenwich Licensing Policy, including those relating to:
- The balance between a thriving business and late-night economy and the quality of life of residents.
- The requirement for applicants to address the licensing objectives in their operating schedule.
- The focus of licensing conditions on matters within the control of individual licensees.
- The recognition that well-run premises can contribute positively to the local community.
- The expectation that applicants address crime and disorder issues.
- The role of the Police and the Royal Borough's Safer Spaces Service in advising on crime and disorder.
- Potential conditions relating to management systems, training, drugs policies, security, CCTV, and age verification systems.
- The potential to limit the alcoholic strength of beers, lagers and ciders for sale in 'off-sales' premises.
- The cumulative impact of licensed premises on the licensing objectives.
- The approach to licensing hours on the individual merits of each application.
- The importance of partnership between licence holders, authorised persons, other persons and Responsible Authorities.
Minutes
The sub-committee was also scheduled to confirm the minutes of the meeting held on 18 February 2025, where they considered an application for a premises licence for the 4 Corners Music Festival 2025.
