The Licensing Panel convened to address a temporary street trading licence application and related concerns. Councillor Farhaan Rehman was appointed Chair of the meeting. The panel approved a temporary street trading licence for Non Solo Gelato, despite objections from local residents and a councillor.

Councillor Farhaan Rehman was appointed Chair of the Licensing Panel for the meeting.

Non Solo Gelato, W4 3RE

The Licensing Panel approved the application for a temporary street trading licence for Michele Detomaso of Non Solo Gelato to be positioned on the pavement junction with Thames Road and Brooks Lane, Chiswick, W4 3RE. The licence is valid from Monday to Friday, between 15:00 and 18:00, until 31 October 2025.

The application was met with 18 representations from local residents and one from a councillor, detailed in Appendix B - Representations 3. Concerns primarily revolved around the location's proximity to a local primary school and the challenges it posed for parents, particularly those with neurodiverse children, in managing their children's demands for ice cream.

One parent attended the hearing to express her concerns about the difficulties she faces getting her autistic daughter past the ice cream bike.

The parent in attendance said in her representations that she wanted the ice cream bike to move slightly down the road. She was concerned about the vast number of children with special needs who had a meltdown every time they saw the ice cream bike and were told by their parents they couldn’t have an ice cream.

Michele Detomaso, the applicant, stated that he has been operating the ice cream bike at this location for four years with a series of temporary street trading licences. He also mentioned that he would be selling the business in September, taking on a more administrative role. The panel acknowledged this and granted a shorter duration for the licence to allow for variations related to the new licence holder.

The panel considered the London Local Authorities Act 1990, as amended, Hounslow Council’s Street Trading Policy, and the Human Rights Act 1998. They noted that the applicant appeared to be operating the ice cream bike stall in a satisfactory manner and that the stall specialises in ice cream with limited overlap with nearby shops.

Conditions attached to the licence include:

• The licensed area was to be 1.10 meters in depth by 2 meters in width.
• A minimum unobstructed footpath width of 1.8 meters had to be left clear.

The panel also decided to amend conditions 64, 65 and 68 of the standard temporary street conditions in the Hounslow Licensing Policy to reflect that the policy is geared towards individual stalls rather than a market.
