Summary
The Health and Wellbeing Board was scheduled to meet to discuss a number of health and social care issues, including updates on social care and health systems, and the Redbridge Borough Partnership1. The board was also expected to discuss the response to a Regulation 28 notice2 and the Better Care Fund (BCF) plan3.
Update on Response to Regulation 28 Notice
The Health and Wellbeing Board was scheduled to receive an update on the response to a Regulation 28 notice from His Majesty's Coroner for East London, which was issued to the North East London Integrated Care Board (ICB) 4 following the inquest into the death of a 12-year-old, named in the report as AA, who had a history of self-harm, low mood, anxiety, and enuresis5.
According to the report pack, the allocations of the Mental Health Investment Standard (MHIS) have been adjusted to bring Redbridge to a position of financial parity with comparator boroughs. The recurrent levels of MHIS investment for Child and Adolescent Mental Health Services (CAMHS) for 2025/26 onwards has allowed North East London Foundation Trust (NELFT) to recruit to permanent clinical posts, including a consultant psychiatrist, consultant therapist, and therapists specialising in trauma.
In addition to the permanent posts, investment was made into interim roles directed at reducing waiting time backlogs. Recruitment to the posts of Children and Young Peoples Care Co-ordinators within Primary Care has also taken place. An expansion of the number of community CAMHS practitioners is being undertaken, which builds upon the success of the initial pilot schemes.
Annual Health Protection Report
The board was scheduled to discuss the annual health protection report. The report itself, and accompanying slides, were provided as supporting documents.
New Better Care Fund Section 75 Agreement 2025-26
The Health and Wellbeing Board was scheduled to discuss and approve the new Better Care Fund (BCF) Section 75 agreement for 2025-26. Each Health and Wellbeing Board is required to develop a joint BCF Plan setting out how BCF funds will be spent, which is governed by an agreement under section 75 of the NHS Act 20066.
The core BCF objectives are:
- To support the shift from sickness to prevention
- To support people living independently and the shift from hospital to home

The board was scheduled to review and agree the forward plan of proposed agenda items at each board meeting. Proposed items for the forward plan included:

Social Care and Health Systems Verbal Updates
The Health and Wellbeing Board was scheduled to receive verbal updates on social care and health systems. These updates were to cover:

- Adult Social Care and Community Health, presented by Pauline Goffin, Interim Integrated Care Director
