The Planning and Transportation Committee were scheduled to discuss improvements to Leadenhall Street, and the Bunhill, Barbican & Golden Lane Healthy Neighbourhood Plan, as well as consider a resolution from the Ward of Cripplegate.

Bunhill, Barbican & Golden Lane Healthy Neighbourhood Plan
The committee were scheduled to consider the adoption of the Bunhill, Barbican & Golden Lane Healthy Neighbourhood Plan (HNP). The HNP aims to improve air quality and the experience for people walking, wheeling, and spending time in the area.
The report pack states that the plan proposes changes to how motor vehicles use streets in both the City of London and the London Borough of Islington, and outlines potential improvements for pedestrians and cyclists.
According to the report:
The proposals would support the delivery of various City strategies including the Transport Strategy and Climate Action Strategy and would support the Destination City initiative. The proposals would also support the placemaking aspirations of the Culture Mile BID.
A public consultation on the HNP was conducted between November and December 2024, with over 4,000 responses recorded. The consultation responses indicated support for the proposals, with some adjustments made to the plan based on the feedback.
The report pack also included a ten-year delivery plan, outlining projects already underway or with existing approvals.
Leadenhall Street Improvements
The committee were scheduled to discuss the Leadenhall Street Improvements project, a part of the City Cluster Vision Programme, at Gateway 4. This project aims to enhance the experience of walking, wheeling, and cycling on Leadenhall Street, including pavement widening, new crossings, and public realm enhancements.
According to the report pack, a public consultation was held between December 2024 and February 2025, with the proposals receiving positive feedback from 70% of respondents. Concerns were raised regarding the impact on cyclists, with some advocating for dedicated cycle lanes.
The report pack notes that the proposed design features:
- A narrowed carriageway to allow for wider pavements.
- Raised pedestrian crossings.
- Inset loading bays, with one also functioning as a part-time taxi rank.
- Revised bus stop locations.
- Security measures.
- Greening and sustainable drainage systems1 (SuDS).
The committee were asked to approve the scheme design, and the progression of the required Traffic Management Orders2 up to the end of the 'Notice of Intent' stage.
Wardmote Resolution
The committee were scheduled to consider a resolution from the Ward of Cripplegate requesting the Court of Common Council to appoint a Lead Member for Urban Greening and Biodiversity. The resolution states that increasing urban greening and biodiversity benefits the health and wellbeing of residents, workers, students and visitors. The resolution notes that there is no Lead Member for Urban Greening and Biodiversity, despite its importance.
London Wall Car Park
The committee were scheduled to discuss ventilation, electrical, fire alarm and sprinkler works at London Wall Car Park. This discussion was scheduled to take place in the non-public part of the meeting.
